MANILA -- Labor Secretary Silvestre H. Bello III lauded the Department of Labor and Employment (DOLE) Cordillera Administrative Region (CAR) and Regional Office No. VI for winning in the regional edition of the Civil Service Commission’s (CSC) 2016 Search for Outstanding Public Officials and Employees.
“I congratulate DOLE CAR’s Technical Working Group on Child Labor and DOLE RO VI’s Tubong-TubongProject for respectively winning in the regional contests. They are now finalists in Civil Service Commission’s annual competition. We wish them all the best and we hope for more exemplary projects and performances of DOLE offices and employees,” Bello said. The DOLE-CAR TWG on Child Labor, headed by then DOLE-CAR Director Henry John S. Jalbuena, is the team behind the transformation of six out of 19 barangays of the Municipality of Sagada as child labor-free barangays, specifically Aguid, Bangaan, Fidelisan, Madongo, Pide, and Tanulong.
The TWG was formed in response to the report of the DSWD-Mt. Province on the incidence of child workers in the small-scale mining industry in barangay Fidelisan, Sagada, Mt. Province in 2012. The active information dissemination among the barangays on the negative impacts of child labor, including the posting of campaign materials on anti-child labor translated into local dialect in tourist information tables in the Municipality of Sagada, lead to the formation of the organization of parents of identified children at risk.
Through the concerted efforts of the TWG, DOLE assisted 100 percent of the identified children at risk of becoming child laborers in the six barangays, or totalling to 120, through financial grants amounting to P2,511,400.00 The grant was used to fund the beneficiaries’ livelihood projects and to enhance their entrepreneurial and livelihood skills through trainings under the DOLE Integrated Livelihood and Emergency Employment Program (DILEEP). With this intervention, DepEd reported that the number of dropouts among the identified children has significantly decreased.
The high school enrolees likewise increased. The Tubong-Tubong Project, on the other hand, is a project initiated by the DOLE-RO VI in 2012 led by Director Ponciano M. Ligutom, together with the Philippine Army, Local Government Unit, and with the support of different national government agencies and non-government organizations. Tubong-Tubong was granted with funds for the livelihood projects of 1,029 beneficiaries comprising of 471 coconut farmers, 26 factory workers, 330 long-term unemployed workers, 200 4Ps beneficiaries, and 2 persons with disability in Tubungan, Iloilo; and 321 indigenous people in Tapaz, Capiz. For its implementation of the Tubong-Tubong Project, the Municipality of Tubungan, Iloilo received the 2015 Excellence in Local Governance Award - Best Performing LGU and Excellence in Social Governance Award. In addition, the municipalities of Capiz and Tubungan have declared their areas peaceful and ready for further development as evaluated by the Philippine Army.
The members and team leaders of the nominated groups were recently honoured in a program organized by the Regional Offices of Civil Service Commission in CAR and Region VI. DOLE CAR and DOLE Region VI will be competing in the national level and vie for the Presidential Lingkod Bayan (PLB), CSC Pagasa, and CSC Dangal ng Bayan awards. The 2016 Search for Outstanding Public Officials and Employees is the highest and most coveted recognition conferred to individuals and/or group of individuals who have shown outstanding performances, contributions, and achievements; and demonstrated exemplary ethical behaviour in the public service.
