MANILA -- Stakeholders from the rural development sector will meet in Davao City for a two-day conference on November 3 to 4 to come up with a list of priorities and recommendations in the drafting of the Philippine Development Plan (PDP) of the Duterte administration. The conference is a thematic summit on food security, land tenure improvement and environmental protection whose proponents are the Departments of Agrarian Reform (DAR), Department of Agriculture (DA) and Department of Environment and Natural Resources (DENR). In an interview, DAR Undersecretary Luis Pangulayan, head of the organizing committee of the rural development summit, said the recommendations from the summit would be submitted to the President for consideration in the drafting of the 2017-2022 PDP. He said around 300 participants from government agencies, nongovernment organizations, and social development experts will attend the two-day summit. “The summit will serve as consultation mechanism for the three government agencies to present the country’s current state on food security, agrarian reform and environmental protection initiatives to our stakeholders and rural development experts,” explained Pangulayan. “The participants and us in the government, would brainstorm on the opportunities, challenges to come up with suggested solutions on land, food and environmental problems,” added Pangulayan. Among the cabinet heads expected to attend the summit are Cabinet secretary Leoncio Evasco, DAR Secretary Rafael Mariano, DENR Gina Lopez, and DA Secretary Manny Piñol. Pangulayan said the DAR, DA and DENR would give updates, statuses of the programs, and plans on the first day of the workshop and presentation of the recommendations to Cabinet Secretary Leoncio Evasco on the second day.
