UN HEADQUARTERS, NEW YORK - The Philippines strongly supports the development of strategies for eradicating poverty to achieve sustainable development for all, leaving no one behind, in accordance with respective capacities and domestic laws.



This is the gist of the Philippine Statement delivered by Assistant Secretary Aleli B. Bawagan of the Department of Social Welfare and Development during the 55th Session of the Commission for Social Development of the United Nations held at the UN Headquarters in New York City on January 30, 2017.



As no country in the world is without challenges, the Philippines, too, continues to grapple with many global, regional and domestic problems. Although it has seen high economic growth in recent years, the poverty incidence as of 2015 remains high at 21.6%.



ASEC Bawagan said in order to reduce the poverty incidence, the Country is doubling its efforts towards strengthening the economy and equalizing opportunities for all. The Philippines is strengthening the monitoring and implementation of “anti-poor” practices, such as illegal “contractualization.”



In addition, the Government continues to implement policies that promote wise use of its resources, good governance, and zero-tolerance for corruption.



The government is also reaching out to the most vulnerable in Philippine society – among them are persons with disabilities (PWDs), older persons, women, and children in conflict-affected areas, and the youth, who are vulnerable due to the proliferation of illegal drugs.



ASEC Bawagan underscored that among the Country’s gains are achievements in Universal Health Care, with revenues generated through taxation of tobacco and alcohol. Poor families provided with Conditional Cash Transfers are able to send their children to school and seek medical assistance.



Laws passed recently further increase benefits for PWDs and Older persons. The participation of the Youth in nation-building, and in the promotion and achievement of sustainable development goals is encouraged including volunteerism, governance, and representation in the executive and legislative branches of government, as well as involvement in non-government and other civic society organizations.



Current strategies, take on a “whole of government” approach. The anti-poverty programs include asset reforms, including distribution of agrarian land to farmer-beneficiaries and tax reform measures geared towards sheltering the poor and the lower middle class, revisiting labor laws and policies with a view to ending “illegal” contractualization, providing jobs and decent wages, and targeted skills and livelihood training.



Moreover, ASEC Bawagan bared that the government continues to pursue the Peace Process as an important duty to bring about real and lasting development. It is committed to channeling development programs into conflict-affected areas, to secure gains and sustain peace and development.



Multi-Sectoral consultations for the crafting of the Philippine Development Plan (PDP) 2017-2022, are underway. Regional and national consultations involve representatives from the legislature, executive agencies, local governments, business sector, academe, civil society, the youth, and other stakeholders.



The Country’s long-term vision, ASEC Bawagan said, is that by 2040, “the Philippines will be a prosperous, predominantly middle-class society where no one is poor; where the peoples will live long and healthy lives, be smart and innovative, and will live in a high-trust society.”



The strategies to achieve this vision are the Filipino values of “Malasakit”, or enhancing the social fabric, “Pagbabago” or change through reducing inequality, and “Kaunlaran” or increasing potential growth. They are supported by a strong foundation in national peace and security, strategic and accelerated infrastructure development, resiliency, and ecological integrity.



The social fabric will be enhanced by regaining people’s trust and involves clean, efficient, and citizen-centered governance; swift and fair administration of justice; and promotion of awareness and value of cultural diversity.



Inequality shall be addressed by increasing access to economic opportunities for sub-sectors and groups that lag behind, including PWDs, Older Persons and the Youth.



The Philippines recognizes that technology, innovation, and good population policies are important to end poverty and achievement economic growth. (PIA)



Government is determined to support and promote the programs and strategies for eradicating poverty and make full use of its resources, including communication resources, to inform, educate, engage and involve all stakeholders at all levels, using multi-media platforms, not the least of which is social media, which is the favorite platform of the youth.
