LGRRC Calabarzon introduces Governance Solutions Bank

To facilitate and speed up collection, dissemination, and re-creation of solutions which are critical in addressing various local governance challenges, a governance solutions bank was recently established by the Local Governance Resources Center (LGRC).

The center, is basically a reservoir of the Local Government Units’ (LGU’s) best practices.

“Ang goal po niyan ay to have a single data base kung saan po (ay) makakatulong sa collection, dissemination, and re-creation of practical but strategic solutions to specific governance challenges faced by local government (It’s goal is to have single database which shall help in the collection, dissemination, and re-creation of practical but strategic solutions to specific governance challenges faced by local government),” Local Governance Innovations Solutions Bank (LGISB) Marketing Officer Marie Claribel A. Alvarado said during the Local Governance Regional Resources Center-Multi Sectoral Advisory Committee (LGRRC-MSAC) 1st Quarter Meeting held at the Local Government Academy Training Center in Los Banos.

The LGISB will be implemented not only within the region but all throughout the Philippines. Alvarado said that many local governments in the country actually have valuable program initiatives but were not given proper attention. Firstly, because the initiatives were undocumented. Second, because there is no means to disseminate the information despite of the good governance practices they have in their locality; unless recognized by award-giving bodies like Galing Pook.

She said, “Napansin po ni Secretary Sueno (na) wala pong isang database kung saan ito ay puwedeng i-access, so through this po nagawa po yung LGISB (Secretary Sueno noticed that there is no database available where [the best practices] can be accessed, so through this the LGISB was created).”

Best Practice, as defined by LGRC, refers to an institutionalized system, meeting a certain set of standards in implementing policies, programs, or projects in local governance that through experience and research has been proven and recognized to be effective which resulted to a desired result and impact to the lives of the community in a particular locality.

“Through DILG po, hinihikayat namin ang mga LGUs na i-document kung ano po yung mga best practices sa kanilang lugar. (Through DILG, we encourage LGUs to document the best practices in their area),” she added.

LGRRC will make available and accessible through LGISB all the effective local governance solutions of LGUs to local governance stakeholders, including their fellow-LGUs, Local Resource Institutes (LRIS), and non-government agencies (NGAs), she said.

Moreover, she mentioned that in this program, all efforts of LGUs which were awarded and recognized internationally will be deposited in the system as well. LGRC then wish that other LGUs shall replicate the best practices to be deposited by exemplary LGUs.

However, Alvarado said they will not impose nor require the replication by LGUs and said it would be up to the LGISB marketing group to encourage or, more so, to inspire other LGUs to replicate best practices that fit their needs during their promotions in the provinces within CALABARZON.

Components of implementation

Marketing Officer Alvarado further discussed the mechanisms of the implementation of LGISB to begin this year.

One of the implementation components, is the Local Government Innovative Solutions Build-up since the system was just recently created. For this year, Region IV-A targets to have at least two best practices documentation uploaded per province. These documentations can be uploaded through LGRRC regional offices once the system is up by June or July.

Also this year, the Intensive Promotion of Innovative Solutions will be conducted throughout the region by the Program Field Officers and LGRRC. This is to encourage the LGUs to replicate the possible solutions to their capacity development plan backlogs.

Coaching and Mentoring System for Adaptation and Replication is the next component, wherein the exemplar LGU, the one who owns the best practice, will serve as the coach for the Replicating LGU. On the other hand, the Local Government Academy (LGA) is already building a pool of coaches by training the LGUs who have already submitted their documentation.

Furthermore, the support to LGU Replication concerns the LGUs who are much willing to replicate but not financially capable for the funding needed to do so; the policies for this component is still in polishing stage.

Lastly, the Replication Process for LGISB comprises the identification and certification of innovative solutions, documentation of innovative solutions, needs identification and solution marketing, program coaching and monitoring, and coaching and monitoring of the replicating LGUs, as discussed by Alvarad.

After withdrawal of the best practice from the data bank, the replicating LGU will be given a certain period of knowledge transfer; whereas, the replicating LGU must be able to adapt and implement the good governance practice between six to eight months. More details on replicating guidelines shall be available at the LGRRC offices.

The target for the next year is to upload at least three best practices of LGUs for every province in order to reach the 50 percent to 60 percent target in the 6th year of the system implementation.

“Dare to innovate and care to share best practices,” was the message Secretary Sueno wants to impart in creating projects like LGISB, Alvaro said.
