More than one hundred fifty officials and staff of the Philippine Statistics Authority (PSA) in Calabarzon region gathered together during the 2017 Midyear Assessment and Group Learning Session held on 9-11 August 2017 at Graceland Estate and Country Club, Tayabas City.
The regional event of PSA-Calabarzon hosted by PSA Quezon was conducted in order to review and evaluate the accomplishments of the Provincial Statistical Offices of Batangas, Cavite, Laguna, Rizal and Quezon, including the Regional Statistical Service Office of PSA based in Lipa City for the first semester of the year 2017. It was also a venue for PSA Calabarzon to discuss the current innovations and best practices done by each office, and at the same time, strategically plan the other activities for the next semester of the year.

During the opening ceremony, PSA Quezon Provincial Statistics Officer Airene A. Pucyutan welcomed the delegates with the traditional “Tagayan”, an old and unique practice of Quezonians as a way of welcoming guests by offering a shot of Quezon’s chief product, the lambanog.
Meanwhile, in her inspirational message, PSA Calabarzon Regional Director Charito C. Armonia acknowledged the efforts of PSA Quezon as this year’s host in making the event a big success, by coming up with a colourful and festive atmosphere in terms of music, props and back drop in line with the event’s theme “Pista Sa Atin”.

Part of the Midyear Assessment activity was a Group Learning Session where the resource persons include Dr. Henry M. Buzar, Head of the Provincial Disaster Risk Reduction Management Office (PDRRMO) of Quezon and Ms. Nelia L. Ballesfin, former PSO of PSA Rizal. Dr. Buzar provided an overview discussion on Disaster Risk Reduction Management, while Ms. Ballesfin shared her insights on Ways to Find Happiness at Work.
On the second day of the event, Mr. Joseph P. Cajita, Chief of the General Services Division of PSA Central Office talked about the Quality Management System (QMS) being implemented by PSA, in pursuit of its vision of attaining ISO certification. According to Mr. Cajita, QMS is a formalized system that documents processes, procedures, and responsibilities for achieving quality policies and objectives. He added that QMS helps coordinate and direct an organization’s activities to meet customer and regulatory requirements and improve its effectiveness and efficiency on a continuous basis.
As host of the event, PSA Quezon treated the participants during the welcome dinner with traditional Filipino songs and music provided by a local singing group “Kwerdas ng Tayabas”. Among the special guests of that night include Mayor Ernida A. Reynoso of Tayabas City and Ms. Maide O. Jader, City Civil Registrar of Tayabas City.
After the welcome dinner, a cultural dance contest ensued showcasing the talents in festival and traditional Filipino dancing of PSA Calabarzon staff from the five Provincial Statistical Offices and the Regional Office of PSA. The grand winner of the said cultural dance contest was PSA Cavite. The second place winner was PSA Quezon, followed by PSA Rizal, PSA Laguna, PSA Batangas and the PSA Regional Office as third, fourth, fifth and sixth placers, respectively. The Board of Judges of the contest were CCRO Maide O. Jader as Chair, together with Mr. Manolo P. Labitigan of Tayabas City Mayor’s Office and Ms. Norma Paglicauan of the Commission on Audit, as members.
On the third day of the event, a team building activity was conducted aimed at boosting up camaraderie and team work among PSA-Calabarzon management and staff. Participants during the team building activity were divided into four teams, namely; Yellow, Red, Green and Blue. The team building games played by the four teams include: 1) Action Relay; 2) One Whole Board; 3) Tug of War; 4) Pile Up; and 5) Boat Race. Each team accumulated corresponding points for each game. The team with the highest points earned emerged as winner.

The closing ceremony of the event including the announcement and awarding of winners of the team building games was held during lunch time. The Red Team emerged as top winner of the team building games, followed by Blue, Yellow and Green teams, respectively. Regional Director Armonia announced during the closing ceremonies that the next host province of the PSA Calabarzon Midyear Assessment will be PSA Cavite. PSO Airene A. Pucyutan of PSA Quezon, being the host province of this year’s event turned over the symbolic coconut plant to PSO Lucia Iraida A. Soneja of PSA Cavite as next year’s host.
The closing remarks was delivered by CRASD OIC-Chief Wilma A. Villafuerte. The participants before going back to their respective provinces had a short tour in some of the historical structures in Tayabas City such as the Casa Communidad de Tayabas and the San Miguel de Archangel Basilica Menor.
