Pagbilao, Quezon – Pagbilao Mayor Shierre Ann Portes-Palicpic emerged one of the five (5) finalists among thirty-five (35) nominees from all over the Philippines in the 2nd Sonia R. Lorenzo Award for Women in Leadership and Good Governance. The awarding ceremony happened October 4, 2017 at Club Filipino, San Juan City, Metro Manila.

This 2017, 35 female Mayors were nominated for the award. It was cut to only 5 finalists, one of which was the Mayor of Pagbilao. The 5 chosen finalists underwent a tough interview by a panel composed of government officials, public servants, lawyers and representatives from the private sector.

The Sonia R. Lorenzo Award for Women in Leadership and Good Governance was launched on July 20, 2016 by the University of Santo Tomas and Kaya Natin Movement in commemoration of the late Sonia R. Lorenzo, former mayor of San Isidro, Nueva Ecija “known for her exemplary and ethical leadership”.

According to the website of Kaya Natin Movement, the award recognizes “women leaders in the local government who exemplify effective, empowering, and ethical leadership, similar to the values and principles of the late Sonia R. Lorenzo.” It is open to incumbent lady Mayors who have not “been convicted of any administrative or criminal case”, and have at least 3 years of “public service experience in an elected office”.

Nominees were vetted based on the following criteria: Leadership Experience (25%), Community Service (25%), Good Governance Promotion (25%), and Women Empowerment (25%).

Meanwhile, Mayor Carolyn S. Fariñas of San Felipe, Zambales won the 2nd Sonia R. Lorenzo Award for Women in Leadership and Good Governance. Other finalists include Mayor Flora Villarosa of Siayan, Zamboanga Del Norte; Mayor Rowena Tuason of Masbate City, Masbate; and Mayor Mary Jean Feliciano of Brooke’s Point, Palawan.
