Former Agriculture (DA) Secretary Proceso Alcala

LUCENA City - Former Agriculture (DA) Secretary Proceso Alcala yesterday filed his certificate of candidacy for congressman of the second district of Quezon province, a position he previously held.

Lawyer Euclides Forbes, a former administrator of Philippine Coconut Authority (PCA) who was appointed by Alcala during his stint as DA chief, filed the CoC on his behalf.

With Forbes was Alcala’s younger brother, Provincial Board Member Hermilando Alcala Jr., who also filed CoC for his reelection bid.

The congressional post is now being occupied by Rep. Vicente ‘Kulit’ Alcala, elder brother of the two Alcalas, who is now in his second term and will be running for the gubernatorial post.

Rep. Alcala’s rumored opponent is the controversial House Minority Leader, Rep. Danilo Suarez.

His youngest son, incumbent Gov. David Suarez who is now on his third term, is rumored to run for the post to be vacated by Rep. Alcala after the former, who resides in Unisan town in the third district had filed his certificate of residency at Tiaong town in the second district.

Before being appointed as DA secretary by former President Benigno Aquino in 2010, Proceso served as representative in the second district for three consecutive terms. He was replaced by his son, Irvin, the youngest candidate ever elected to the post.

Vicente at the time was the vice governor who earlier served as provincial board member for three consecutive terms.

Their nephew, Roderick Alcala, is now in his second term as mayor of this city.

With Proceso’s comeback in their bailiwick district, political observers expect his smooth winning against his would-be opponent.
