LUCENA CITY, Quezon - The Quezon Province Council for Culture and the Arts (QPCCA) has elected a set of officers during its initial meeting held recently at Ouans: The Farm Resort, Barangay Kanluran Mayao, Lucena City.
Elected officers of the council are the following: President Jonathan Saynes; Vice President Randy Tronilla; Secretary Teresa Riparip; and Treasurer Dr. Carla Carandang while the public relations officers are EJ Lopenar for District 1; Doroteo Danilo de Luna for District 2; Marianne Anchinges for District 3; and Elsha Marie Angulo for District 4.
Senior Tourism Operations Officer Raquel B. Barnett of the provincial tourism office said the initial meeting and election of officers aimed to create an association that will take pride on the culture of the Filipino people particularly in Quezon province.
“The creation of the said council is based on Executive Order No. 25, series of 2017 of the provincial government of Quezon, an order creating the provincial culture and the arts council in the province of Quezon,” she said.
Under Executive Order No. 25, the council will comprise the following: Chairman- Governor David Suarez and the members include the Sangguniang committee chair on culture and arts; local cultural officer; local planning and development officer; local information officer; local budget officer; a representative from Department of Education, Commission on Higher Education, Technical Education and Skills Development Authority, Philippine Information Agency, local tourism council, local historical/ heritage society, local museums, local arts groups, business sector, professional sector, academe, youth sector and a representative from indigenous peoples and cultural communities.
Jeffrey P. Jumarang of the Department of the Interior and Local Government-Quezon, on the other hand, underscored the importance of the creation of Quezon province culture and arts council in the promotion of local tourism as well as the culture and arts in the province.
As per DILG Memorandum Circular No. 2001-81 , the council shall have the following functions: “Prepare an annual plan on culture and arts and cultural heritage consonant with the Philippine Development Plan for Culture and the Arts, to be integrated in the local development plan and considered in the annual appropriation ordinances and formulate programs and recommendations to develop and sustain local cultural and artistic talents, cultural industries, traditional and contemporary arts and crafts, and their processes.”
The local council shall also coordinate with the appropriate affiliated cultural agencies of the National Commission for Culture and the Arts for the conservation and monitoring of national cultural properties found in the LGU, and conduct cultural events such as festivals.
They identified competitions, lectures, seminars and symposia and such other programs and activities to promote the local cultural heritage and arts .
