CALAMBA CITY, Laguna -The Department of the Interior and Local Government (DILG) Region IV-A is all geared up for the conduct of good governance orientation for the newly elected local government officials in the Calabarzon (Cavite, Laguna, Batangas, Rizal, and Quezon) region.
In an interview, Local Government Operations Officer Brian Ballon told PIA that the DILG Region IV-A is ready to orient newly elected and reelected vice mayors and members of the Sangguniang Bayan and Panlungsod under the Newly Elected Officials (NEO) Program.
"The DILG IV-A is much ready to conduct the second component of the NEO [Newly Elected Officials] program which focuses particularly in orienting members of the Sanggunian on their duties, roles, and responsibilities," Ballon said.
The program, according to Ballon, is a "term-based program implemented by the DILG and its training arm Local Government Academy which aims not only to orient newly elected local officials on their roles and responsibilities as local legislators but also to guide them on how to effectively implement programs and projects in their locality."
Anchored on the theme "Priming Leaders for Effective Local Governance" Ballon said the series of capacity development trainings under the NEO program will enable the newly elected officials to effectively manage the affairs of their LGU.
He said their agency has tapped top caliber speakers to facilitate the good governance orientation and guide local officials in defining their development roadmap.
Ballon added that it has also invited various regional line government agencies to discuss their programs and projects that can be availed, adopted, or implemented in the local level.
The NEO orientation program for members of the Sanggunian will run through four batches from July 31 until August 29. The schedules of the orientation course is as follows: first batch - July 31 to August 2; second batch - August 12 to 14; third batch - August 14 to 16; and, fourth batch - August 27 to 29.

Ballon explained that the NEO program has five components which the local officials need to undergo to ensure that they are equipped with the right knowledge and skills throughout their three-year term.
"The NEO is not only conducted during the start of their term. It is composed of several components to guide them throughout the whole duration of their term," Ballon said.
The first component which was already conducted, according to Ballon, focused on ensuring smooth transitions which involved the creation of transition teams, turn-over ceremony, and LGU and NEO competency profiling. The second component, on the other hand, covers the orientation for NEOs, developing executive legislative relations, and LGU guide to action.
The third component, meanwhile, is another set of capacity development program which focuses on guiding the LGU in creating their development roadmap while the fourth component involves competency mapping of LGU officials and staff.
The fifth component, he said, centers on measuring the performance of the LGU to determine whether the newly elected officials effectively address the needs of its constituents.
With the ever-changing demands of good governance, Ballon assured that the DILG will remain steadfast and active partner in maintaining the robustness of local government units.
"Malaki ang ine-eexpect at hamon sa inyo ng mga mamamayan at sa mga hamon na iyon ay magiging katuwang ninyo at magiging bahagi ng inyong journey ang DILG," Ballon said.
