#NoToTheReleaseofHeinousCrimeConvicts! Please build more jails if there is any shortage, don’t release criminals who convicted of heinous crimes like rape and murder! Only one time petty offenders may be given a second chance! Calauan, Laguna’s Ex-Mayor Antonio Sanchez do not deserve a second chance and other criminals who convicted of heinous crimes. Second chance is for those poor people who rob can goods and wallets to feed their family, not a man who raped and murdered innocent lives for his own comfort and luxury. Tie him up in court for as long as he lives. I know the government is fully capable of that, since they do it to their political opponents.
RA 10592 or Good Conduct Time Allowance (GCTA) clearly states that “recidivists, habitual delinquents, escapees and persons charged with heinous crimes are excluded from the coverage of this act. Ex-President Benigno Simeon “Noynoy” Aquino III only signed an amendment (RA10592) It’s all about the commutation of sentences for convicted felon who are deemed to have changed! Heinous crime convicts are excluded. Noynoy did not change the Revised Penal Code!
Former corrections chief Sen. Ronald “Bato” dela Rosa said murderer and rapist Sanchez “deserves a second chance.” This cretin wants to give a murderer, drug addict and rapist a second chance but EJK for the poor.

Sarmenta was RAPED BY SANCHEZ, then...Sanchez GAVE SARMENTA to his bodyguards. SARMENTA HAD ONLY A T-SHIRT ON when Sanchez GIFTED her to his men. SHE HAD NO UNDERWEAR AT ALL. The bodyguards put her inside the back of the van. THEY TOOK TURNS RAPING HER. The bodies of Sarmenta and Gomez were found days after.
According to CNN, Justice Secretary Menardo Guevarra wants Congress and the Supreme Court to clarify the provisions in the law that can shorten the time to be served by a prisoner. This amid reports that convicted rapist and murderer Antonio Sanchez may be qualified for early release. He noted that some lawyers contend that all convicted prisoners can benefit from the Good Conduct Time Allowance (GCTA) law, regardless of the crimes they committed. This is contrary to the government’s position that those convicted of heinous crimes are not eligible.
I read some opinions that the disqualification only applies to the provision on preventive imprisonment (Art 29). My opinion is the same Art 29 uses the word “Act,” referring to RA 10592, not “provision,” referring to Art 29 of RA 10592. No doubt. Text is clear. Verba Legis.
