LUCENA CITY — The Sangguniang Panlalawigan of Quezon on Monday passed a resolution expressing support for President Rodrigo Duterte’s anti-corruption drive and requesting the resumption of Small Town Lottery (STL) operation in Quezon province.
Provincial Board member Isias “Sonny” Ubana, who is also the majority floor leader in the Provincial Legislative Board, initiated the passage of the measure.
President Duterte, on Saturday night, ordered the immediate halt of all PCSO gaming schemes due to alleged corruption in the agency.
Ubana urged the Board to extend their unequivocal, and categorical support to the president’s crusade in stamping and eradicating graft and corruption in government agencies, particularly the Philippine Charity Sweepstakes Office (PCSO), relative to the operations of its gaming schemes, including STL.
However, Ubana said that with the stoppage of STL operation, thousands of its employees in the province lost their jobs.
Ubana expressed fears that many of them might end up engaged in illegal gambling like jueteng or selling illegal drugs for a living.
It was also Ubana who authored a resolution in 2006 endorsing to PCSO the application of Pirouette Corporation to operate STL in Quezon. Ubana expressed belief that Pirouette should be allowed to resume its operation, knowing its good track record for 13 years.

Ubana’s motion to support the president’s anti- corruption drive and allow the resumption of STL operation in Quezon was unanimously seconded by his colleagues.
He added that to mitigate the adverse effect of STL closure that coincides with the very low price of copra and lack of irrigation facilities in the province, the provincial government of Quezon under Gov. Danilo Suarez is finding ways to help those affected Quezonians.
Quezon police director Col. Audie Madrideo has instructed all his city and town police commanders to get rid of all forms of legal and illegal gambling activities in their areas.
Madrideo also directed the commanders of his two Provincial Mobile Force Company to assist the local police in carrying out his order.
He also ordered all his operating units to intensify anti- illegal gambling campaign as they anticipate the possible ressurgence of jueteng operation with the closure of STL as he reminded them of the “one strike policy” of the PNP chief Gen. Oscar Albayalde.
