The Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC) Cabinet Officers convened at Infanta, Quezon on Thursday, to embark on and discuss diverse efforts to address the root causes of insurgencies and other armed conflicts and threats in the province.
The 3rd Regional Development and Security Meeting was presided by Department of Interior and Local Government (DILG) Secretary Eduardo Año, Secretary Jose Maria Nicomedes F. Hernandez, President Adviser for Southern Luzon and Governor Danilo E. Suarez.
Secretary Hernandez reiterated that the government is serious in battling the communist insurgency problem – the biggest peace spoiler in the country. Thus, he urged the members of the task force to demonstrate good governance to draw hope and regain the people’s trust.
“Tunay na napapanahon ang pagtitipong ganito dahil ang mga magiging diskursyo ngayong araw ang siyang magbibigay daan tungo sa patuloy na pag unlad ng ating bayan at magbubunga sa mga proyekto na magbibigay wakas sa lokal na armadong pakikidigma sa southern tagalog region at sa buong bansa. Kayat sama sama at patuloy na makipagtulungan ng sa gayun magiging reyalidad na ang pinapangarap nating pagbabago para sa mahal nating bayang Pilipinas at sa susunod nating henerasyon” said Secretary Hernandez.
The meeting centered on the discussion of several strategies to strengthen partnership and collaboration in implementing programs and projects that support the region’s peace and development agenda.
Meanwhile, Governor Danilo E. Suarez commended the RTF ELCAC for its active and intensified efforts on ending local communist armed conflict. He also underscored the development of KALIWA Dam and improvement of Metropolitan Waterworks and Sewerage System in the province to empower communities and local constituents to participate in the developing culture of concord.
“Lagi kong sinasabi mga kalalawigan, there can be no progress without peace and order. We are shifting our viewpoint from treating local communist armed conflict as purely military and security concern, to being more symptomatic element deeply-rooted issues needing to be addressed immediately” he further added.
Consequently, DILG Secretary Eduardo Año highlighted that it is the responsibility of all levels of government - national, regional, provincial, highly-urbanized cities, component cities, and municipalities, down to the barangays, to solve and provide solutions to the causes of conflict, dissent, and unrest.
The meeting ended with RTF ELCAC cabinet officers agreeing to dive right in crafting a regional plan to end local communist armed conflict. Designated agencies will work on different lines of efforts namely situational awareness and knowledge management; local government empowerment; legal cooperation; strategic communication; sectoral unification, capacity – building and empowerment; basic service; poverty reduction, livelihood and employment; infrastructure, resource management and employment; localized peace agreements; peace, law enforcement and development policy. The plan will be cascaded down to the provincial, municipal and barangay levels. (Quezon-PIO)
