NOVELETA, Cavite – From now on, taxpayers, constituents and other clients in this third-class municipality can now transact their official business online with the establishment on Monday of the first electronic business processing and tax payment.
Mayor Dino Reyes Chua, together with the Department of Information and Communications Technology (DICT) assistant regional director Antonio Padre, led town hall officials and employees for the opening of the local government’s Electronic Business Permit and Licensing System (e-BPLS).
Chua and the DICT official, along with the Cavite DICT provincial director Melan Mamalateo, e-BPLS Project Management Team officers Padre and Ronnie Rabor, Vice Mayor Arlyn Torres, Municipal Treasurer Ma. Lynda Colina and Herseline Molina, BPLO head, led the launching and witnessed the e-BPLS operation.
"Taking action on the call of the President (Rodrigo Duterte) to reduce the time in processing requirements and applications in all government transactions, the DICT has developed a cloud-based e-BPLS software that allows the taxpayers to file their application for new and renewal of business permits online, enabling the local government units (LGUs) to process these applications electronically," Padre said.
Chua took pride in the establishment of the electronic and computerized system boosting its one-stop-shop hub into making Noveleta the first LGU in Cavite’s seven cities and 16 towns to use the system.

"Nagpapasalamat po ako sa DICT (I thank the DICT) for choosing our locality on pioneering this e-BPLS through online payments," Chua said.
He also expressed optimism the electronic system would increase competitiveness and ease business transactions as the local government moves toward automation.
The electronic system helps constituents on ease of access to information on business transactions including the retirement of businesses lines; computerizes assessment of fees, taxes and charges; processes online printing of Tax Order of Payment and Business Permit; and provides endorsement module for the Office of the Building Official and other LGU concerned offices.
"Napakabilis po ng transaction. Dati po kasi may interview muna sa client, manual assessment ng business taxes and other payments. Ngayon, isang pindot mo lang lalabas na agad ang computation ng payments (The transaction is so fast. Before, we have an interview with the client, manual assessment of the business taxes and other payments. Now, just one click and the computation of the payments are released)," Molina told the Philippine News Agency.
Meanwhile, Colina said they are processing around 1,458 business establishments on their record, and the system would now expedite the business processing. (PNA)
