DENR CALABARZON Regional Executive Director Gilbert C. Gonzales and Alabat Mayor Fernando L. Mesa signed a Memorandum of Partnership Agreement (MOPA) for the administration and management of and covering the island municipality on February 17, 2020 in a simple ceremony at the DENR CALABARZON regional office in Barangay Mayapa.


CALAMBA CITY, Laguna -The Department of Environment and Natural Resources (DENR) CALABARZON has formalized its partnership with the municipal government of Alabat, Quezon for the administration and management of land covering the island municipality.

DENR CALABARZON Regional Executive Director Gilbert C. Gonzales and Alabat Mayor Fernando L. Mesa signed the Memorandum of Partnership Agreement (MOPA) on February 17, 2020 in a simple ceremony at the DENR CALABARZON regional office in Barangay Mayapa.

“This will be historic,” Alabat Mayor Fernando L. Mesa said, referring to the MOPA signing as most of the public lands in the municipality classified as “Alienable and Disposable (A&D)” have not yet been awarded to its respective occupants per Commonwealth Act No. 141, as amended.

Under the partnership agreement, the DENR will undertake the land-titling activities within the municipality; provide technical assistance and necessary trainings to the LGU personnel; furnish pertinent electronic and paper-based records and data, including maps and survey records of the municipality; and assist in monitoring and quick response in all the phases of the titling activities.

The Department is also given the prerogative to authorize the LGU personnel to perform DENR-mandated duties related on lands, subject to existing rules and regulations.

On the other hand, as part of its commitment to improve the land administration and management within its jurisdiction, the municipal government will establish a Land Management Office and assign the necessary officials and personnel.

In addition, the municipal government will also appoint a permanent focal person to act as liaison between the two parties; create and activate necessary committees and teams for the implementation of the agreement; conduct information drives; spearhead the implementation of agreed activities; support the institutionalization and mainstreaming of land administration and management policies, processes and procedure; and provide after-titling support to beneficiaries.

Meanwhile, in the next following days, the line-up of activities include: publication and information campaign on the succeeding actions to be undertaken; training and capacitation of municipal personnel; simulation of Systematic Adjudication Approach in land disposition per Republic Act No. 730; and deployment of the first barangay to undergo Systematic Adjudication.
