Quoting reports from his investigators, Albacea said that prior to the incident, the victims along with their nine friends have decided to have a swimming spree at Morong river in Brgy. Salinas, near the boundaries of Sariaya, Quezon and this city.

Using a railway trolley, Albacea said the group reached the village via PNR railways at around 3:00 p.m.

"As they were swimming, the group lost the victims as they reached the deep portion of the river", said Albacea.

He said it took several hours before the victims were found by responding barangay tanods who rushed them to Lucena United Doctors Hospital where they were declared dead.

With that incident, Albacea asked barangay officials to strictly enforce the General Community Quarantine (GCQ) rules in their respective villages.

"Since we don't have police personnel manning the stretch of railways especially in the remote portions of the city, its the barangay officials who should enforce the rule in those areas", Albacea said.

He said they should also help the police in informing their constituents about the policies on GCQ enforcement

"Those teenagers might have thought that with GCQ, they can freely get out of their houses", the police chief said.
