Tayabas City Council approves Ordinance Establishing Colegio de la Ciudad de Tayabas

TAYABAS CITY - The Sangguniang Panlungsod (SP) of the City of Tayabas recently enacted a landmark legislation, City Ordinance 20-26 entitled an “Ordinance Establishing The Colegio De La Ciudad De Tayabas (CCT), Providing Policies For Its Operation And Management, Allocating Funds Therefor And For Other Purposes” on October 27, 2020.

The CCT is a service oriented higher education institution (HEI) owned, managed, operated, maintained, and supported by the Local Government Unit (LGU) of Tayabas City.



The establishment of a local city college aims to provide equitable opportunity for affordable, accessible, relevant and quality higher EDUCATION to poor and marginalized but deserving Tayabasin students. It is one of the top priorities under the administration of Mayor Ernida Agpi-Reynoso and included in the Executive - Legislative Agenda for 2020-2022 of the LGU Tayabas City.

CCT will offer relevant tertiary education programs subject to the approval of the Commission on Higher Education (CHED) and Technical Education and Skills Development Authority (TESDA). The local college will provide meaningful lifelong learning opportunities for all Tayabasins geared towards a brighter future and a vibrant and sustainable inclusive growth and development of the locality.



The CCT Ordinance provides for the creation of a Board of Trustees (BOT) which shall govern the local city college. The BOT shall be chaired by the incumbent City Mayor and the College President will act as Vice Chair. It will have seven other members, namely: Chairman of the SP Committee on Education as Co-Vice Chair; President of the Faculty Association; President of the Supreme Student Government/Council; President of the Alumni Association; a representative from an accredited business or industry sector; a representative from the academe; and a representative of the Association of Local Colleges and Universities (ALCU). The CHED Regional Director or his/her duly designated representative may be invited as a resource person during board meetings.

The Governing Board will have several functions such as, but not limited to, approving policies, guidelines and procedures for participative decision-making; appointing the President of the College and confirming appointments of the officials of other college officials and teaching/non-teaching personnel; determining the fees and other school changes subject to the policies of CHED/TESDA; determining or approving curricular programs and course offerings in response to the needs and demands of the community; developing academic arrangements and linkages for institutional capacity building; and performing other duties and functions as may be authorized by the Sangguniang Panlungsod and exercising such other implied attributes and powers that are necessary, appropriate and incidental to the existence of the CCT.



The Ordinance includes a provision that the LGU Tayabas City shall appropriate the amount of Thirteen Million Nine Hundred Forty-Three Thousand One Hundred Forty-Four and 82/100 Pesos (P 13,943.144.82) for the initial budget allocation for personnel salary and operations of the Colegio De La Ciudad De Tayabas for Calendar Year 2021.

The said allocation, shall be subsequently allocated and can be increased annually thereafter based upon the recommendation of the BOT and review of the Local Finance Committee, subject to availability of funds and the final approval of the Sanggunian Panlungsod.

Councilor Farley L. Abrigo, the Chairperson of the SP Committee on Education principally authored the CCT Ordinance; of which nine (9) out twelve (12) City Councilors voted and supported the said landmark legislation. Councilors Dino Romero, Julius Luces, Jerry Caagbay, Farley Abrigo, Luz Cuadra, Maphet Jacela, Filemon Villanueva, Ricardo Queano and Art Tristian Pontioso voted YES; while Councilors Paula Nadres, Precy Glorioso and Mercy Reyes voted NO for the establishment of the local city college.

Councilor Abrigo, when asked about the value of a local city college, said, “Ang Colegio de la Ciudad de Tayabas ay kaganapan ng Pangako ng Pag-asa, ito ang magiging tulay sa magandang kinabukasan ng mga kabataang Tayabasin at magsisilbing susi sa ganap na kaunlaran ng ating pinakamamahal na Lungsod ng Tayabas sa hinaharap.”
