BATANGAS CITY - The Department of Agriculture-National Meat Inspection Service (DA-NMIS) and San Jose Workers' Multi-Purpose Cooperative (SJWMPC) according to Batangas - PIO have signed a Memorandum of Agreement (MOA) for cold storage warehouse and meat cutting facility set to be built in Batangas in a simple ceremony on November 24, 2020.
The said facility worth P50M was allocated funds from Bayanihan to Recover as One Act 2 stimulus package.
Led by DA-NMIS Executive Director Dr. Reildrin Morales and SJWMPC General Manager Emmanuel Munda signed the agreement witnessed by DA Region IV-Calabarzon Director Arnel De Mesa and Assistant Regional Director for Research and Regulations and Livestock Program Coordinator Vilma Dimaculangan with NMIS IV-A Regional Technical Director Dr. Fernando Lontoc.
The agreement states that NMIS will provide technical assistance including the preparation of the engineering plan and design, scope of works, bill of quantities, equipment requirements and other documents required for the implementation of the project.
DA-NMIS also has the right to conduct an inspection of the facility during construction and even its operation to monitor the implementation of the project and determine if it is suitable for the program of work and determine whether its operation is complete or correct.
The project implementation progress is also scheduled to be evaluated and certified by the Project Management Office and the relevant Regional Technical Operations Center and if it complies with the set rules.
In addition, DA-NMIS will also provide technical assistance to SJWMPC for the initial application and renewal of the facility's License to Operate. Also conduct regular monitoring of the operation of meat establishments and assist SJWMPC in building linkages and networks in project sectors through the DA-Agribusiness and Marketing Assistance Service.
On the other hand, SJWMPC is required to form a Project Implementing Group as well as the other group to monitor project implementation. SJWMPC will also provide the location for the project, prepare a business plan, receive the transferred fund, issue an official receipt to DA-NMIS and deposit the amount in the government depository bank. They are also assigned to lead public bidding and awarding that strictly adheres to transparency, competitiveness, streamlined process, accountability and public monitoring.
It is expected that the funds provided will only be used for such a project. At the commencement of construction, SJWMPC is required to form a consortium called Oversight Board which includes SJWMPC, DA-NMIS and DA IV-A which will formulate terms of reference, conduct monitoring of each member's work and oversee the management of the fund and continuation of facility operations.
SJWMPC is also scheduled to submit a monthly progress report for the implementation of the project and inventory of its operations to DA-NMIS as well as a physical and financial report of the relevant documents that have been reviewed by the resident auditor from the Commission on Audit for liquidation of funds used in project implementation.
RD De Mesa assured that DA Calabarzon supports this project to increase the demand of the meat industry not only in Batangas but also throughout Calabarzon.
