Due to negative comments on Social Media about the Sangguniang Bayan's adoption of the Tricycle Route Plan, in February 2020, the DILG issued a Circular prohibiting Tricycles, Pedicabs from operating on the National Highways.
This is the DILG's Memorandum Circular No. 2020-036, a Circular that will prohibit tricycles on national highways traversed by 4-wheel vehicles with speeds exceeding 40kph.
But according to Circular, Municipalities need to make a Tricycle Route Plan to find out what are the national highways in a town where the speed of 4-wheel vehicles is over 40Kph.
In the town, there are two National Highways namely ML Quezon Avenue and Manila East Road, but based on the study only Manila East Road has 4-wheeled vehicles with a speed of over 40Kph.
According to Circular, it is important that the Municipalities have a Tricycle Route Plan to put in the said plan what are the TODAs whose route is inevitable to pass or travel on National Highways like Manila East Road, because if no Tricycle Route is made The PNP totally plans to ban tricycles on the highways.
During the consultations held with the Presidents of TODA in February 2020, it was explained to them about the DILG Circular and what are the TODAs can go along Manila East Road, and what can only be crossed.
Based on the Tricycle Route Plan, the following TODAs can travel along Manila East Road.
From Col. Guido to Villa Gloria (vice-versa)
BITODA
From ML Quezon Avenue to Muzon Boundary (vice-versa)
BAYTODA
BFTODA
METHOD
SMTODA
NLTODA
Meanwhile, other TODAs can only cross Manila East Road.
Considering the Tricycle Route Plan, it also helped to have an exemption for tricycles to travel and cross.
Compared to if we do not follow the order of the National Government to make a Tricycle Route Plan is the total ban on tricycles on the National Highways.
