On May 12, 2021, at the Kapanalig hall of Laguna PPO, sixty-two (62) National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) support groups represented by one thousand (1000) chairpersons and members took the oath and pledged commitment to support the Government through the PNP in its programs and projects related to the insurgency.

In accordance with the National Task Force to End Local Communist Armed Conflict's "whole-of-nation approach," these group were previously established and took an oath of support for the NTF-ELCAC at the city and/or municipal level (NTF-ELCAC)

The Deputy Provincial Director for Administration, PLTCOL RODELINO BENIN ASPIRAS, administered the oath to the ELCAC ADVOCACY SUPPORT GROUPS. Members of the support group vowed to assist the government with anti-insurgency services and initiatives.

Following that, the oath of commitment was signed. The Laguna Provincial Government, represented by Ms. Maricar A. Palacol, Chairperson of the Peace and Order Council, and the Provincial Command Committee, led by Laguna Police Provincial Director Police Colonel SERAFIN FORTUNO PETALIO II, signed the agreement.

Maricar Palacol emphasized the importance of teamwork in achieving a specific goal in her message.

Police Colonel PETALIO II elaborated this as he said, "The President, or the law enforcement agencies the PNP, or the AFP alone is not enough put an end to the insurgency.

“The guns and cannons cannot do the job alone; thus, your active participation is a must in order to attain the common goal to finally end the 50-year long deceit, lies, and atrocities committed by the communist terrorists against the people.” He added as he pointed out how the groups could work with the Government and assist the community in preventing the most vulnerable groups or individuals from being deceived by the front organizations of the CPP-NPA-NDF.
