CALAMBA, Laguna - After his installation as the 26th Chief of the Philippine National Police on May 7, Police General Guillermo Lorenzo T Eleazar paid a visit to the members of Police Regional Office CALABARZON and presided over the PRO CALABARZON turn-over of command ceremony.

The baton of command was passed to the Chief by the outgoing Regional Director, Police Brigadier General Felipe R Natividad, and the incoming Regional Director, Police Brigadier General Eliseo DC Cruz.



In his acceptance speech, the incoming Regional Director, PBGEN Eliseo DC Cruz, asked for the members of PRO CALABARZON's support in carrying out their duties and responsibilities in line with the priorities of the PNP Chief, PGEN Guillermo Eleazar.

Setting his policies, he reminded everyone to strictly follow the Chief of Police's directives and to support his newly launched program, the PNP's Intensified Cleanliness Policy, in order to raise the standard of public service to the Filipino people, particularly the communities in CALABARZON.



“I enjoin all Provincial Directors and unit commanders to strictly implement this policy. Hinahamon ko ang bawat isa sa inyo na gawin ang inyong tungkulin ng may mabilis na aksyon upang maresolba agad ang anumang mga problema bago pa ito lumala,” he said. The ICP or the Intensified Cleanliness Policy is divided into 3 essential parts which are Cleanliness in the Offices, Cleanliness in the Ranks, and Cleanliness in the Community as earlier stated by the Chief PNP during his assumption of office.

In terms of office cleanliness, PBGEN Cruz stated that all PNP precincts, stations, and offices must be kept clean and presentable at all times. He will carry out Oplan Brigada Presinto, which will see all precincts repainted to make them look new.



Following is the Intensified Cleanliness on Ranks, where he would focus not only on internal cleansing but also on reform programs that would protect the PNP from erring cops and break the culture of wrongdoing among cops. He also emphasized the importance of all unit commanders effectively supervising their subordinates.

“We will strictly follow the policy of the different levels of our internal cleansing- the preventive, punitive, and reformative action plans. Hindi natin kukunsintihin ang mga police scalawags, mga kotong cops, at mga abusadong pulis sa ating hanay,” he further said.

Finally, the Regional Director stated that the Intensified Cleanliness in the Community will be implemented with a focus on community peace and order issues by stepping up the campaign in enforcing ordinances and other related laws in violation or against all forms of criminality as part of crime prevention measures.“We will strengthen and increase our police visibility in the streets to reduce street crimes and improve our crime solution efficiency”, RD Cruz said.

PBGEN Cruz's additional directives focused on his campaign against Wanted Persons, Loose Firearms, reinforcing Investigation efforts, improving infrastructure and facilities. “Join me in my desire as we put our best foot forward to consistently deliver public service to the highest standard. I want this Police Regional Office on top,” he concluded.

PBGEN Eliseo DC Cruz, a native of Cabanatuan, Nueva Ecija, is a member of PMA Class ‘BIGKIS-LAHI' of 1990 and former Provincial Director of Cavite in 2015, as well as District Director of Southern Police District until his appointment as the new Regional Director of PRO CALABARZON effective today.

Meanwhile, the Chief, PNP congratulated both the officers on their new assignments. He recognized the stint of the outgoing Director mentioning that his transfer is for greater responsibility as the director of Special Action Force. “Marami kang trabahong gagawin Malaki ang role mong gagampanan,” he said.

He also acknowledged the commitment of the incoming Director with his reiteration of the top command’s program thrusts. “You just have to internalize what this concept is all about. Kailangan lang natin tutukan, palakasin at siguraduhing maayos itong maipatupad. Hangad ko ang tagumpay ng bawat isa sa atin,” he said.

PBGEN Felipe R Natividad, the outgoing director, a short but accomplished stint in PRO CALABARZON left a significant mark especially on the fight against insurgency and terrorism in the region with the Project SIKAP or Sitio Kapayapaan and SIKHAY or Sikap Buhay for Former Rebels.

“With all of these achievements, hindi ko maipagkakaila na maswerte ang aking pagiging Regional Director dito sa rehiyon dahil mayroon akong mga tauhan na disiplinado, magagaling, at masisipag. Even when we had to face unusual challenges, hindi parin kayo bumibitaw at nananatiling tapat sa inyong serbisyo,” he said during his farewell speech while thanking the men and women of PRO CALABARZON for their cooperation during his administration. Natividad is set to lead the Special Action Force replacing Major General Bernabe M Balba. (with reports from PIO-4A)
