BATANGAS CITY - “Itong Batangas ang kauna-unahang probinsya sa buong Region IV-A na naka-comply ng Local Public Transport Route Plan (LPTRP) nila…ang Batangas Province ang pinakamabilis umaksyon sa kanilang LPTRP.”
This was stated by the Land Transportation Franchising and Regulatory Board (LTFRB) Region IV Director, Col. Renwick Rutaquio, in his video message for the Joint Full Council Meeting of the Provincial Development Council (PDC), Provincial Peace and Order Council (PPOC), and Provincial Anti-Drug Abuse Council (PADAC) on May 27, 2021.
This is in reference to the Notice of Compliance (NOC) issued by the LTFRB-Regional Franchising and Regulatory Office for the Province of Batangas, which was officially accepted by the Provincial Government of Batangas on May 10, 2021, via the Provincial Planning and Development Office (PPDO).
The board stated that, after a thorough evaluation, the province has been consistent in implementing and complying with the rules governing the national government's implementation of the Public Utility Vehicle Modernization Program (PUVMP), including the Department of Transportation (DOTr) Department Order No. 2017-011 or the Omnibus Franchising Guidelines and other important LTFRB Memorandum Circulars.
According to Col. Rutaquio, and also based on the steps followed in the LPTRP implementation process, now that the NOC has been endorsed in the province and the Provincial Development Council has approved the province's LPTRP 2019-2023, it is necessary to go through to the Provincial Council for ratification by passing an ordinance adopting the drafted LPTRP, signed by Governor DoDo Mandanas, and re-endorsed to the LTFRB Regional Office IV for corresponding submission to its central office.
The Regional Director added that after the process is fully completed, the routes stated in the LPTRP will be implemented.
“Itong pangyayaring ito, marami po tayong mapapatakbo na sasakyan upang sa gayon, lahat po ng mga pangangailangan ng mga kababayan natin dito sa Batangas ay matutugunan natin,” Col. Rutaquio said.
RD Rutaquio also hopes to expedite the issuance or passage of the necessary board resolutions and memorandum circulars so that transport groups and operators can immediately form a corporation or cooperative because the PUVMP states that LTFRB will no longer provide individual franchises. they form an association or cooperative before being given a franchise.

It was initiated with the adopted Executive Order No. 2HIM1-01 or Creating the Local Public Transport Route Plan (LPTRP) Team of the Provincial Government of Batangas based on Joint Memorandum Circular No. 001 Series of 2017, dated June 19, 2017, by the Department of Interior and Local Government (DILG) and Department of Transportation (DOTr).
It stipulates that it is necessary to conduct a Local Public Transport Route Plan of transport modes and provide proposals related to public transport routes in collaboration with each local government unit (LGU).
The LPTRP is the plan that will detail the route network and required a number of units per class of vehicles per town for the delivery of public land transport services. It will also serve as the LTFRB’s basis for the issuance of the franchise on Public Utility Vehicles (PUVs).
One of its goals is for drivers to have a fixed salary and working hours. Here, the LGUs, in collaboration with the Department of Transportation, are also carefully studying the arrangement of the designated proper roads, terminals, and drop-off points to be traversed by the PUVs.
