LUCENA CITY - Public utility buses plying the Quezon-Metro Manila (and vice-versa) route were given the go-ahead to resume their operations began August 1.
However, only operators with authorization from the Land Transportation Franchising and Regulatory Board (LTFRB) shall be allowed to resume operations, as called for in Executive Order No. 29 plied out by Quezon Governor Danilo E. Suarez.
The Suarez sirective specifies that the order solely applies to buses opeating in Quezon province "with existing and valid Certificate of Public Convenience (CPC) or Application for Extension of Validity and registered with Personal Passenger Insurance Policy."
The Suarez order states that LTFRB shall "deploy bus unts based on the calibrated policy of the IATF, DOTr, and LTFRB. The number of bus operators will be distributed proportionately among all existing authorized operators in the route."
The order also calls for buses to "be equipped with Global Navigation Satellite System (GNSS) to ensure monitoring and movement of units.
"Only those operators with routes permitted to travel to and from Metro Manila shall be allowed to operate provided their corresponding QR Code-- can be downloaded at www,ltfrb.gov.ph-- is downloaded and properly displayed in the unit."
Identified common pick-up/drop off point shall provide an isolation room or area with qualified medical staff in coordination with the local government units.
All bus terminals are tasked to provide assigned sufficient quarantine/isolation facilities.
The Suarez directive also calls for all ports and terminations to put in place a referral system in which travellers who turn symptomatic shall be transferred to quarantine/isolation facilities to enable local health officials to take over.
Triaging shall be conducted to ensure that passengers with Covid-19 sysmptoms are not allowed to board.
Moreover, all returning individuals in Quezon province via PUBs 'shall stop, report, coordinate, and submit his/her clearance or submit for quarantine.
Violation of the drop off point health measures are to be fined (1)P3,000 for the first offense, (2)P4,000 for the second offense, and (3) P5,000 for the third offense or a jail term of not less than six months, or fined and jailed, at the discretion of the court.
IATF-ordered health protocols apply to bus passengers-- face masks, face shields, appropriate physical distancing.
Too, buses are required to regularly disinfect during the course of the trip-- for long haul travel time, say, 2-6 hours, buses are to be disinfected at least once; for 18-24 hour trips, buses are to be disinfected four times during the trip. Mandatory rest stops shall be strictly for vehicle disinfection-- except for the necessary stop-overs, there will be no pick up and drop off passengers during the trip.
