GENERAL LUNA, Quezon - General Luna's 24 barangays are the newest launch grounds of DSWD's program, Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (Kalahi-CIDSS), a globally recognized approach to attain service delivery, alleviate poverty and achieve good governance outcomes.

General Luna Mayor Matt Florido announced that the Department of Social Welfare and Development earmarked P18,280,500 with the local government providing P3,656,100 from their own fund and savings to jump-start the project which uses the community-driven development approach.



Kalahi-CIDSS was initially plied out on a modest scale in 2003, then, went full-blast in 2013 upon approval by the National Economic Development Authority (NEDA) Board, which was headed by President Benigno Aquino III.

The National Community-Driven Development Program (NCDDP), is the biggest project under the Kalahi-CIDSS portfolio. In fact, it is the scale-up of the community-driven development (CDD) operations of Kalahi-CIDSS, expanding its coverage from 364 to 847 municipalities.



DSWD explains that the program:
-- Helps communities in poor municipalities identify challenges around reducing poverty and make informed decisions on a range of locally identified options for development, including how this is made and in what form;
-- Gives control of resources to address local poverty to communities; and
-- Builds the capacity of both state (including local governments) and civil society stakeholders to provide assistance and respond to calls for support from poor communities as they implement development initiatives.

Kalahi-CIDSS aims to "have barangays/communities of targeted municipalities become empowered to achieve improved access to services and to participate in more inclusive local planning, budgeting, and implementation."

Community-driven development, according to DSWD, is a viable strategy for "increasing available resources for development. The annual investment presents a huge opportunity for addressing the poverty concern of a municipality. The grant also requires only a minimum of 30% in equity in cash or in-kind contribution.



"CDD technology has been demonstrated to work and has benefited, with concrete evidence of success, in many municipalities resulting in better governance and improved public satisfaction, even fostering development of volunteers who become the engines of change in the communities. Volunteers from the barangays are trained on organizational and technical skills to participate in project activities and to implement a range of local services for their communities.

CDD also provide opportunities to scale up. By leveraging the resources provided through the program, several municipalities will be able to access more grants for development or to have their volunteers manage other LGU-funded projects."

Mayor Florido adds: "Mapalad ang ating bayan sa pagyakap ng ating pamunuan sa KALAHI na programa ng DSWD. Maganda ang programang ito dahil isinusulong nito ang empowerment o pagpapalakas ng komunidad sa pamamagitan ng isang participatory governance. Ibig sabihin nito ay ang mga taung-barangay ang siyang tutukoy ng proyektong kailangan nila sa kasalukuyang panahon. Bukod pa dito, isinusulong din ng KALAHI ang isang transparent government na kung saan ay hayag at bukas sa publiko ang proseso ng pag-procure at maging ang implementasyon ng proyekto.
