BATANGAS CITY - The Department of Interior and Local Government (DILG) monitors how the Mandanas-Garcia Ruling is being implemented in localities.
According to DILG Nueva Ecija Office Carataker Local Government Operations Officer VII Ariel Espinosa, the department is one of those tasked with focusing on the implementation of the programs contained in the local governments' Devolution Transition Plan or DTP.
He said the holding of orientation workshops for Local Government Units or LGUs on forming their respective DTPs was completed last year.
The agency also focuses on providing capacity development intervention to LGUs to make them ready to implement programs from National Government Agencies, specifically basic government services.
According to Espinosa, its purpose is to develop the capacity and capability of LGUs to accept lower programs from various departments of the national government.
The content of the DTP submitted by the LGUs includes some considerations, such as the ability to implement the programs based on the staff's capacity and whether the funds received will be sufficient.
Espinosa explained that in separate petitions to the Supreme Court filed by Batangas Governor Hermilando Mandanas and former Bataan Governor Enrique Garcia Jr., they determined that not only should the funds of the LGUs come from the Internal Revenue Allotment. But a portion should also come from the national government's revenue, now known as the National Tax Allotment or NATA.
Funds from NATA will still be allocated to critical programs, projects, and services as stipulated in the Local Government Code.
According to Espinosa, all LGUs are currently undergoing reorganization. However, partial implementation has begun, and a review is underway to improve the relationship regarding the performance of the reduced programs in the localities.
He said the department is continuously monitoring the programs implemented in the locality to promote participatory governance in which all citizens should be involved and have a part in government programs and policies. (with reports from CLJD/CCN-PIA 3)
