BATANGAS CITY - A Capacity Building Seminar on Local Legislation was conducted to further improve the knowledge and skills of members and staff of the Sangguniang Panglungsod (SP).

This is part of the serVICE ALAY SA all CRUZ i-Heart program by Vice Mayor, Atty. Alyssa Cruz.



The seminar is also being carried in preparation for the SP Legislative Division's formation plan, which will assist elected officials in conducting research and other necessary tasks for the formation of ordinances, resolutions, and committee reports.

“Bilang isang guro, naniniwala ako na dapat ay tuloy-tuloy ang pag-aaral at pagsasanay. Ang ating openness at willingness to learn ay makakatulong sa ating paglago at sa pagkakaroon ng epektibong konseho”, said the Vice Mayor.



According to DILG Cluster-I Head, Lorna Silva, some of the topics that will be discussed in the aforementioned seminar are SP Organization, Structures, Powers and Functions, Dual Functions of Legislative Bodies, Basic Parliamentary Rules and Procedures, Rules of Procedures of Deliberative Bodies, Latest Laws and Supreme Court Rulings concerning Legislation Preparation and Drafting of Resolutions, Ordinances and Committee Reports and Budgetary Process.

Among the resource speakers are DILG Director IV, Atty. Romeo P. Benitez, City Administrator Atty. Narciso Macarandang, Raymond Joseph Yumul, Municipality of Tingloy, Budget Officer, Jonald Bacal DPA, DILG City Director, Esther Dator and Congressman Marvey Mariño.
The Capacity Building Seminar on Local Legislation will last until July 28.
