DOLORES, Quezon — Engr. Olivia G. Bejo: “Gumawa ng paraan ang ating pamahalaan sa pamamagitan ng LMB kung paano mailalapit ang programa na pagpapatitulo ng lupa sa publiko. Noong 2011 nagkaroon ng Department Administrative Order upang makapag-tie up sa mga LGUs.”
According to Engr Olivia G Bejo, Chief of the Licenses, Patents, and Deeds Division of DENR CALABARZON, an assessment conducted in 2018 revealed that approximately 2 million parcels of Alienable and Disposable (A&D) lands in the country were mostly untitled.
The CALABARZON Region of the Department of Environment and Natural Resources has signed a Memorandum of Partnership Agreement (MOPA) with the Local Government Unit of Dolores, Quezon, for the implementation of the Rapid Land Tenurial Appraisal (RLTA) in the municipality on July 22, 2022.
According to the Land Management Bureau (LMB) Technical Bulletin No. 1 series of 2018, RLTA is a process to obtain a clear picture of the land tenure situation on the ground before land titling operations are entered into the area.
Moreover, DENR CALABARZON Nilo B. Tamoria stated that “kasabay ng pagpapalit ng administrasyon, kahapon (July 21, 2022) lamang po ay nag-assume na sa pwesto ang bagong kalihim ng DENR na si Sec. Ma. Antonia ‘Toni” Yulo-Loyzaga. Isa sa mga nilahad niyang mga prayoridad sa amin ay ang papel ng DENR sa ‘accounting of our natural resources.”
“Ang RLTA ay bahagi ng accounting of natural resources dahil sinusukat natin kung ilan pa ang maaari pang matituluhan” RED Tamoria added.
Apart from the RLTA's benefits, Tamoria emphasized that through the partnership, the LGU will be capacitated in terms of land governance and will be able to effectively manage the land resources within their jurisdiction.
“Isang magandang pagkakataon itong activity na ito, na pasimulan ang pagtutulungan ng bayan ng Dolores at ng DENR. Isa po itong malaking kabawasan sa sakit ng ulo ng mayor. Mayroong mga lumalapit sa akin na may mga problema na walang titulo ang kanilang lupa at marami po ang naghahabol” said Mayor Orlan A. Calayag of Dolores, Quezon.
Mayor Calayag emphasized the significance of the RLTA program, which resolves land-claim disputes.
The Provincial ENR Officer Ronilo L. Salac of Quezon, Community ENR Officer Cyril Coliflores of Tayabas, and selected staff from CENRO Tayabas, Municipal Planning Development Officer Norida Villaruel, and Municipal Assessor Guian Carlo Bundalian were also present during the ceremonial signing of the MOPA.
