CARMONA, Cavite - The Senate Plenary Deliberation of House Bill 3968, which promotes the Town of Carmona to become a city in the province of Cavite, was organized by Carmona Mayor Dahlia Loyola, Congressman Atty. Roy Loyola, Vice Mayor Cesar Ines, and Sangguniang Bayan members of their local government.
The message informed the local government unit mayor about the hearing in a Facebook post.
“Ang pagpasa po ng panukalang batas na ito ay katumbas ng mas mahusay at makabuluhang serisyo publiko para sa bawat mamamayan ng Carmona,” said Mayor Dahlia.
Local governments can now fully operationalize their functions by allowing qualified municipalities to apply for cityhood under Republic Act 11683, which amends Section 450 of Republic Act 7160, or the Local Government Code of 1991, and makes it easier for a municipality to apply to become a city.
The law will enable the government to address inequity in national resources and provide a greater number of people with the beneficial impact of being a city.
According to Section 450 of the Local Government Code, a municipality or cluster of barangays (villages) must have an annual income of at least PHP100,000,000, a territory of at least 100 square kilometers, and a population of at least 150,000 before it can be converted into a component city.
Panfilo Lacson Jr.'s Senate Bill 255, in consolidation with House Bill 8207, exempts municipalities applying to be converted into cities from the land and population requirements if it generates at least PHP100 million for two consecutive years.
