DASMARIÑAS CITY, Cavite - The Cavite Provincial Inter-Agency Monitoring Task Force conducted on-site child-friendly local governance audit (CFLGA) to pre-validate 21 local government units' data and documents prior their submission to the Seal of Child-friendly Local Governance-Knowledge Management System (SCFLG-KMS), January 17-25.
The CFLGA is a results-based assessment tool and an annual mandatory audit for
cities and municipalities designed to gauge the level of performance of LGUs in implementing programs and instituting measures to uplift the welfare of children.
From 2014-2018, LGUs needed to have a rating of 75% and above to pass the CFLGA and be conferred with the SCFLG by the Council Board. Starting 2019, the passing rate was raised higher at 80% with minimum required score per indicator category. LGUs need to attain at least 12 out of the 15 maximum points for the categories Survival, Development, Protection, and Participation, and 32 out of 40 points for Governance.
Composed of the Provincial Council for the Protection of Children (PCPC) members, the Cavite PIMTF were grouped into two teams to help the LGUs in identifying gaps and complying with the indicators. Findings were documented through audit reports which were issued to LGUs for their appropriate action.
Cavite City and the Municipality of Carmona underwent face-to-face pilot testing last December 2022 hence, their exclusion to the on-site activity.
Following this, all LGUs shall be able to encode data and upload all pertinent means of verifications to the SCFLG-KMS until February 12, 2023. The Cavite PIMTF shall review and confirm the online forms thereafter and submit the consolidated provincial CFLGA audit results by March 23, 2023.
