“Strategic planning is culture-building,” emphasized Dr. Napoleon K. Juanillo Jr., Founder CEO of the IRIS and lead facilitator of the recently conducted Strategic Planning Workshop of DOST-CALABARZON, “To build a scientific culture, you must have people who talk about science in a free manner.”

The DOST-CALABARZON successfully conducted its Strategic Planning Workshop last April 25 to 27, 2023 at the Chateau Bleu Resort, Calamba, Laguna. Facilitated by The Institutes for Research, Innovation, and Scholarship - The IRIS, the workshop aimed to develop the DOST-CALABARZON Strategic Framework and the organization’s Strategic Plan for 2023 to 2028.



This was done through a series of planning sessions including the situational, internal and external analysis of the organization, vision and goal-setting and strategizing for the next five years.

Ms. Janice Irene Berris, Senior Science Research Specialist and Head of the Planning, Monitoring, and Evaluation Unit (PMEU) of DOST-CALABARZON expressed her gratitude to the productive discussions with Dr. Juanillo.

“Activities like this give a sense of belonging where our views and inputs are considered especially in crafting our vision and identifying appreciate programs for our customers,” Ms. Berris remarked, “It will still be a long journey, but we are more confident, motivated, and focused on what we want to do in the next five years.”

Meanwhile, Engr. Francisco R. Barquilla III, Assistant Regional Director for Technical Operations of DOST-CALABARZON, recalled how productive the three-day activity was.

“Nakita namin kung ano ang current position ng ahensya sa pag-attain ng aming vision and mission,” ARD Barquilla said, “Dahil sa nasabing activity, nakapag-identify kami ng mas angkop na vision and mission, at mga outcomes na aabutin through the strategies that we have identified.”

DOST-CALABARZON’s Provincial S&T Office (PSTO) directors and staff were gathered to participate in the workshop where they were able to brainstorm and formulate strategies as aligned with the DOST and the current administration’s priorities.

Moreover, Ms. Emelita P. Bagsit, Regional Director of DOST-CALABARZON hopes to bring economic development in the whole region and ultimately make people’s lives better through Science, Technology, and Innovation (STI).

“The activity was very important kasi if we fail to plan, then we plan to fail,” RD Bagsit said, “We are customer-focused, so sa lahat ng pagplaplano natin, we should have our customers in mind and how can we better serve them.”
