LUCENA CITY, Quezon - Under the leadership of Regional Director (RD) Ronnel Tan, his office in Department of Public Works and Highways (DPWH) Region 1 was named the Most Outstanding Regional Office for Fiscal Year 2022 in recognition of its exceptional performance in the implementation of various infrastructure projects, including roads, bridges, and flood control systems.

The DPWH celebrated its 125th anniversary on June 23 with a grand ceremony at its Central Office, attended by government officials, stakeholders, and members of the community.



This year's milestone celebration, "Makasaysayang Daan tungo sa Maunlad na Kinabukasan," honors the Department's past achievements and contributions to nation building.

The event was graced by President Ferdinand Marcos Jr., who praised the outstanding achievements of the awardees.

In his speech, the President acknowledged how the DPWH has been at the "front and center" of planning and constructing the country's majestic buildings and flagship projects.

He said the employees and workers of DPWH should be proud of what they have done over the past 125 years.

"You should be proud, for each of you has contributed to the building of the nation as a whole. It is an example for all of us that, through your dedication and industry, we now have structures that produce opportunities, facilitate commerce, increase mobility, and protect the lives of our people," President Marcos added.

DPWH Regional Office 1's outstanding performance and commitment to excellence throughout 2022 earned them the prestigious award for Most Outstanding Regional Office of the Year.

The Program on Awards and Incentives for Service Excellence (PRAISE) Committee made this assessment. The efficiency with which the projects were carried out was assessed, as was the quality of their financial and administrative management.

The evaluation criteria encompassed technical proficiency, meticulous planning, efficient financial management, effective procurement practices, and exemplary stakeholder responsiveness.

This accomplishment exemplifies the DPWH Region 1 team's dedication to providing excellent service to the people of Northern Luzon. The findings of the PRAISE Committee's review can be used by the DPWH Region 1 team to improve their approach to project management and implementation in the future.

A frequent visitor to Quezon Province, Senator Imee Marcos often remarked on how fortunate the province was to have RD Tan leading its engineering department. She lauded the DPWH Region 1 staff for their hard work in fostering regional economic growth and development through infrastructure upgrades.

The fact that RD Tan has been named Model Employee, Best District Engineer, and now Best Regional Director is a testament to his abilities as a leader and manager. The success of the DPWH Region 1 team can also be attributed to their use of cutting-edge tools and thorough project tracking systems.

His leadership has brought significant improvements in infrastructure development in the region, and his dedication to public service is truly commendable. The recognition he received is a testament to his hard work and commitment to excellence in his field.

As evidence of its dedication to completing high-quality infrastructure projects that meet the needs of the local communities, Region 1 consistently demonstrated exceptional competence in these fields.

In addition to the Most Outstanding Regional Office award, two District Engineering Offices in the region were recognized for their outstanding performance over the past year.

Pangasinan Second District Engineering Office, headed by District Engineer (DE) Edita Manuel was awarded 1st Runner-up, while the prestigious title of Most Outstanding District Engineering Office was awarded to Pangasinan Fourth District Engineering Office, led by OIC Assistant Regional Director and Concurrent DE Mathias L. Malenab.

These offices demonstrated outstanding achievements in implementing innovative engineering solutions and ensuring the successful completion of critical infrastructure projects.

Their outstanding performance contributed significantly to the DPWH's overall efficiency and effectiveness in providing essential services to the Filipino people.

Marcos to DPWH on this 125th anniversary

“As we look forward to the future, it is my hope that the Department of Public Works and Highways (DPWH) will remain true and responsive to the needs of the Filipino people for the past 125 years,” President Marcos expressed as he urged DPWH to remain steadfast in its mandate of providing a more robust infrastructure development for the country anchored in the administration’s 8-point socioeconomic agenda by committing to construct and finish critical infrastructure projects on time, on schedule, and under budget.

"We are grateful to be joined by the President in this milestone 125th anniversary of our Department. His presence serves as a morale boost to the men and women employees and officials who strive for the success of the "Build, Better, More" infrastructure development agenda of the government," said Secretary Manuel M. Bonoan.

Secretary Bonoan thanked the President for appointing many high-ranking DPWH employees, including himself, to executive and managerial positions.

Numerous flagship projects, reflecting not only the agency's capacity as builders but also the culture, identity, and aspirations of the Filipino people, were highlighted in the program as evidence of DPWH's success.

After the establishment of the Philippine Revolutionary Government on June 23, 1898, DPWH was one of the first government offices to begin operating under the executive branch.

Under President Marcos, the DPWH has a new road map and vision for how to best increase infrastructure development for the benefit of the Filipino people.

It is the goal of the Department of Public Works and Highways (DPWH) under President Marcos to maintain its program of delivering vital infrastructure improvements to the Filipino people.

President Marcos, along with DPWH Secretary Bonoan and Senior Undersecretary Emil K. Sadain, presented awards to Regional Office I as Most Outstanding Regional Office and the District Engineering Offices (DEOs) of Pangasinan Fourth, Pangasinan Second, and Batangas Second as Most Outstanding DEOs for CY 2022, out of a total of 16 DPWH Regional Offices and 193 DEOs nationwide, during the event.

“So, to the awardees and to all of the members of the Department of Public Works and Highways, I hope your example will inspire your colleagues and the new generation of public workers to follow your lead, build on your legacy, and work for the benefit of the Filipino people”, President Marcos said.

The DPWH recently celebrated its 125th anniversary, which served as a reminder of the department's incredible evolution over the past century, from its inauspicious beginnings to its position as an engine of national progress today.

As the Philippines moves forward into a better future, the DPWH remains committed to its mission of constructing a resilient and environmentally friendly infrastructure network for the benefit of all Filipinos. (with reports from DPWH)
