LUCENA CITY - The Quezon Provincial Government, the Department of Health (DOH), and the Philippine Health Insurance Corporation (PhilHealth) launched the Quezon Primary Care Provider Network's (QPCPN) Konsulta Sandbox on July 11, 2023, at the Quezon Provincial Capitol Building in Lucena City.
According to Governor Tan, the Quezon province has been chosen as one of five Local Government Units and two (2) private health care providers as pilot areas or sandbox sites for the implementation of its Konsultasyong Sulit at Tama (Konsulta) primary care benefit package, allowing funds to be frontloaded even before services are rendered.
Tan believes that launching such a program will be challenging, which is why, whenever he visits a town, he begins explaining and campaigning for registration and participation in the consultant program.
Tan also assured town leaders that the provincial government would assist each town in putting such a program in place.
According to Dr. Balboa, the aforementioned primary care package enables philhealth and local government units to allocate funds to partner health institutions even before some of the health services are provided without spending a single cent on each citizen.
Through the league's president, Lopez Mayor Rachel Ubana, the province's town chiefs expressed their support for the program's implementation.
The launch was also attended by municipal health officers, hospital chiefs, and representatives from a variety of sectors and stakeholders.
This program is linked to the Universal Health Care Law, which guarantees all citizens adequate, equal access to high-quality, low-cost health-care products and services.
Every Quezonian will have a primary care service provider or affordable medical services such as free primary care consultation, health screening and assessment, thirteen (13) diagnostic services, and twenty one (21) essential medicines if needed through this program at any Konsulta Package Provider (KPP) under the Quezon Primary Care Provider Network (QPCPN).
The foundation of the Health Care Provider Networks is a coordinated group of public, private, or mixed primary care providers (HCPN). The program is part of the Universal Health Care (UHC) initiative, which aims to provide easy access to health services like free consultations and 13 diagnostic services.ices, and 21 essential medicines.
