Batangas Province Local Energy Plan aims to address the province's energy needs and challenges

LIPA CITY, Batangas - The local energy plan in Batangas Province is being carefully developed to ensure a sustainable and environmentally friendly future. The plan aims to address the abundant renewable energy resources available in the region, such as wind, hydro, and solar power, to meet 50% of the electricity demand by the year 2040. Additionally, it seeks to promote the adoption of electric vehicles equipped with innovative and efficient technology, aiming for them to comprise 10% of the vehicles on the road.

In this regard, the Workshop on Developing the Local Energy Plan (LEP) of the Province of Batangas was conducted, led by USAID Energy Secure Philippines (USAID ESP) and the Philippine League of Local Environment and Natural Resources Office, Inc., and through the Provincial Planning and Development Office (PPDO), at the Solano Hotel in Lipa City on August 3 and 4, 2023.



This crucial step involves participation from numerous affiliated departments of the Provincial Government of Batangas as well as partners, stakeholders, and electric distribution utilities from the province. The provincial energy plan will serve as a long-term roadmap to coordinate and concentrate everyone's efforts and actions toward the identified energy vision.

According to Mr. Danilo Villas, Project Manager of USAID ESP-PPLLENRO, this second workshop for the Province of Batangas is a big part of "filling out the data gaps" to form the initial draft of the plan until October this year , and the LEP will be completed before the first week of December 2023.

A large part of the two-day planning workshop was conducted collectively, answering questions and developing tables and matrixes related to Alternative fuels, emerging energy technologies, downstream facilities, power electrification, energy infrastructure development, energy resource development, energy efficiency, and conservation, as well as other natural disasters, man-made disasters, and climate change adaptation and mitigation. Here, Engr became a guide and facilitator. Isabelo Rabuya, USAID ESP Energy Specialist and professor at the University of San Carlos in Cebu.

Although all the necessary data and information have not been completed in the gathering, a large part of the Provincial Government of Batangas Local Energy Plan (PGB LEP) draft has been covered and addressed, according to Engr. Rabuya and Mr. Villas.

In his message to the gathering, Provincial Administrator Wilfredo Racelis, who represented Gov. Hermilando Mandanas, said that the developed LEP of the province will play a big role in meeting the growing energy requirements of the ever-growing economy of Batangas. In facing the said challenges, "it is imperative that we take advantage of these 2 days," added Mr. Racelis, who is also the current In-Charge of the PPDO.

Anchored in Republic Act 11285 or the Energy Efficiency and Conservation Act, the Local Energy Plan is carried out in accordance with the PEP towards having energy security using sustainable energy, and resilient communities with smart and green homes and climate proof and energy efficient infrastructures.
