GUMACA, Quezon - The charges filed against Mayor Webster Letargo were dismissed by the Office of the Ombudsman due to a lack of sufficient evidence.
This complaint is about the delay in receiving their P3,000 cellphone load allowance in 2021. The complainants, led by Former Vice Mayor Erwin Caralian, believe that the delay is not only grave misconduct on the part of Mayor Webster Letargo, but also a dishonest act detrimental to the public's interests.
The Ombudsman's Office thoroughly investigated the allegations but ultimately concluded that there was a lack of concrete evidence to back up the charges.
Mayor Letargo has consistently demonstrated dedication and commitment to serving the public, according to the Gumaca Municipal Council (GMC). Regardless of the delay, it is critical to consider Mayor Letargo's overall track record in order to pass a fair judgment on his character and integrity.
GMC stated that the Finance Team delayed releasing the funds at that time because the municipal council had not yet approved the annual budget and it wanted to ensure that everything was done correctly.
Not only the former Vice Mayor and councilors did not receive the allowance right away. According to the report, none of the department heads, including the mayor, received the money.
The allowance was made available to all officials after the Finance Team received confirmation from the Provincial Budget Office that the funds were disbursed in accordance with the necessary protocols.
The officials were concerned about the delay in receiving the allowance, so they sought clarification from the Provincial Budget Office to ensure transparency and accountability in the budget allocation process.
GMC emphasized that the failure to pass the annual budget had caused people to suffer by preventing funds from being used for programs for them. Nonetheless, Letargo stated that it did its best to meet their requirements.
It also expressed hope that the Ombudsman's decision to dismiss the complaint would pave the way for unity among local officials, convincing them to set aside their differences and personal interests in order to work together for the advancement of Gumaca.
