CAVITE CITY - A seminar that focused on the Safe Spaces Act, also known as the Bawal Bastos Law or Republic Act 11313, was recently conducted by the provincial government of Cavite to raise awareness and educate individuals about their rights and responsibilities under this law.
The participants, who were government employees, were provided with information on how to identify and report instances of sexual harassment, as well as the legal consequences for those who violate the law.
The seminar also emphasized the importance of creating safe spaces in various settings, such as schools, workplaces, and public places.
Spearheaded by the Office of the Provincial Legal Office, the event held at the Ceremonial Hall on September 21, 2023, brought together employees to discuss and promote the vital provisions of this groundbreaking legislation.
The seminar featured a panel of distinguished speakers, each with a deep understanding of Safe Spaces Act and its implications for creating a safer and more respectful environment for all provincial government employees.
Atty. AnnalizaMercene-Pulmones, Provincial Legal Officer who discussed the ‘’Sexual Harassment and Safe Spaces Act in Relation to Civil Service Rules’’ said that the Safe Spaces Act is a crucial step towards addressing and preventing sexual harassment in the workplace.
She emphasized the importance of aligning the provisions of the Act with existing civil service rules to ensure effective implementation and enforcement.
Atty. Mercene-Pulmones also highlighted the need for comprehensive training programs to educate employees about their rights and responsibilities under the Act, ultimately fostering a culture of respect and inclusivity within the provincial government.
On gender-based online sexual harassment, Atty. Brian Mey R. Tomas, Executive Assistant, V Office of the Provincial Governor, emphasized the importance of establishing clear protocols and guidelines for reporting and addressing cases of online sexual harassment.
He also stressed the need for collaboration with law enforcement agencies and internet service providers to effectively combat this form of harassment in the digital realm.

Meanwhile, the Committee on Decorum and Investigation (CODI) shared the punishable offenses that could result in disciplinary action.
These offenses include, but are not limited to, harassment, discrimination, plagiarism, and any form of academic dishonesty.
The committee ensures that all reported incidents are thoroughly investigated and appropriate measures are taken to maintain a respectful and inclusive environment within the institution.
