LUCENA CITY - Quezon Fourth District Representative Keith Micah "Atty. Mike" Tan, a staunch advocate for youth empowerment, has recently introduced a groundbreaking bill aimed at providing greater opportunities and resources for the younger generation.

Recognizing the immense potential and talent of youth, this legislation seeks to create platforms that will enable them to actively participate in decision-making processes and contribute meaningfully to society. By empowering the youth, Rep. Tan's bill aims to foster a more inclusive and progressive future for our nation.



The bill, according to him, aims to give life to the mandate of the Philippine Constitution to promote and protect the Filipino youth by providing them with opportunities for growth and development. It recognizes the potential of the youth to shape the future of our nation and aims to equip them with the necessary tools and resources to do so.

The purpose of House Bill No. 9256, or the "Batas para sa Matatag at Inspiradong Kabataan Empowerment Program," is to instill patriotism and nationalism in the Filipino youth and encourage their participation in civic activities.

Cong. Tan, who also serves as Assistant Majority Leader of the House, wants the bill to lay down concrete programs and services for the youth that will enhance their skills, knowledge, and values.

This includes providing access to quality education, mentorship programs, and opportunities for leadership development. Additionally, the bill aims to create a supportive environment where young people can freely express their ideas and contribute to nation-building initiatives.

‘The bill provides an array of programs and services that were crafted consistent with the goals of the MATATAG Curriculum of the Department of Education, which stands for Make the curriculum relevant to produce job-ready, Active and responsible citizens; TAke steps to accelerate the delivery of basic education services and provision facilities; TAke good care of learners by promoting learner well-being, inclusiveness learning, and positive learning environment; and, Give support for teachers to teach better”’, explained by the congressman.

He said once it becomes law, the MATATAG Curriculum will serve as a comprehensive framework for improving the quality of education in the country. It will address key issues such as aligning the curriculum with industry demands, enhancing infrastructure and resources in schools, prioritizing student welfare, and providing professional development opportunities for teachers.

Various programs for strong and inspired youth will be implemented, such as the "Iwas-Bisyo Kabataan Program," which aims to prevent young people from smoking, drinking alcohol, using illegal drugs, and other bad habits that can hinder their growth and development.

"Young Legislators Program" is also lined up to facilitate the participation of young people in the making of policies and laws; “Comprehensive Guidance and Counseling Program” for K to 12 students; formation of the "Young Athletes Assistance Fund" which aims to provide assistance for poor young athletes; and the construction of a National Youth Center in each region of the country where technical, educational and social support will be provided for young people to develop their physical, mental, and social skills.

Tax exemption will also be provided for activities related to youth and sports, encouraging more individuals and organizations to actively participate and contribute to the development of youth and sports initiatives.

The purpose of the proposal is to implement a curriculum for youth studies and integrate it into studies in selected state colleges and universities (SUCs) in each region, as well as the construction of the Youth Museum of the Philippines.

It is also mandated to carry out more comprehensive education for modern youth and the installation of national symbols to revive patriotism in all schools and public institutions.

“The bill seeks to inspire the youth to live up to their true potential and contribute meaningfully to nation building thereby fulfilling Rizals aspirations for the youth because indeed – ‘The youth is the hope of the fatherland”’, says Cong. Tan.
