BATANGAS CITY - The prestigious Man of the Year Award was bestowed upon Batangas Governor Hermilando Mandanas in recognition of his outstanding leadership and significant contributions to the province. His dedication and commitment to public service have truly made a lasting impact on the lives of the people in Batangas.

The award was given by the Asia Leaders Awards 2023 in an exclusive event held on November 20, 2023. The award is given to world-class leaders, both in the private and public sectors, who have demonstrated exceptional leadership qualities and have made significant contributions to their respective fields.



Mandanas' achievements in promoting economic growth, improving infrastructure, and implementing sustainable development initiatives have earned him this prestigious recognition. His visionary leadership has transformed Batangas into a thriving province, attracting investments and creating opportunities for its residents.

The Batangas Governor is known for his strong leadership skills and dedication to public service. He has successfully implemented various programs and initiatives that have greatly benefited the people of Batangas.

Mandanas and then-Congressman Enrique Garcia challenged the computation of the LGUs' just share of national taxes in 2018. The historic case upheld financial decentralization, giving local government units (LGUs) a fair portion of the taxes collected by national government agencies (NGAs).

He cited the 1987 Constitution, which mandates that the Local Government Units (LGUs) shall receive a portion of the taxes collected, including income tax, excise tax, documentation stamp tax, and customs charges, for automatic distribution without the need for Congress' approval.

Mandanas, who also became Chairman of the House Ways and Means Committee, stated that the law's implementation would improve people's lives and provide them with basic necessities.
