LUCENA CITY, Quezon - The Sangguniang Panlalawigan of Quezon has upheld a municipal ordinance regulating cockfighting within the municipality of Dolores, Quezon. The passage of Resolution No. 2024-0397 supports Municipal Ordinance No. 78-2024, which outlines regulations concerning the operation of cockpits within Dolores.

The decision acknowledges the historical and cultural significance of cockfighting in the Philippines. The Sangguniang Panlalawigan's Committee on Games and Amusement conducted a thorough review of the ordinance to ensure its compliance with existing laws, including the Cockfighting Law of 1974 (Presidential Decree No. 449) and relevant provisions of the Local Government Code of 1991 (Republic Act No. 7160).



This resolution ensures that the Municipality of Dolores retains the authority to regulate cockfighting activities within its jurisdiction, while ensuring those activities adhere to national and provincial guidelines. The decision could set a precedent for other municipalities in Quezon Province regarding the regulation of cockfighting, potentially leading to a revitalization of the activity within the region.

The upholding of the Dolores ordinance may have economic implications for the municipality. Cockfighting events can generate revenue through permit fees, employment opportunities, and increased tourism. 

However, the decision is also likely to spark renewed debate regarding the ethics of cockfighting and animal welfare concerns. Furthermore, the cultural significance of cockfighting in the region may also play a role in the ongoing discussions. Supporters of the ordinance argue that cockfighting is a deeply ingrained cultural practice and provides economic benefits to the local community. Opponents, however, cite concerns over animal cruelty and the potential negative social impacts of gambling associated with the activity.

However, the municipal council stressed the provisions of the ordinance that aim to regulate and monitor cockfighting events to ensure the safety and well-being of the animals involved. They also highlighted the importance of enforcing strict penalties for any violations of animal welfare laws.

The Dolores ordinance contains specific provisions aimed at ensuring responsible conduct and mitigating potential negative impacts, such as protection of minors, restriction of gambling activities, anti-fraud measures, transparency, charitable contributions, and penalties for violations.
