Mulanay enacts comprehensive Terminal Code to enhance commuter experience

MULANAY, Quezon — Aiming to modernize public transportation and enhance the commuter experience, the Sangguniang Bayan (Municipal Council) of Mulanay has passed a comprehensive ordinance establishing guidelines for the operation and maintenance of the newly constructed Mulanay Integrated Terminal.

The ordinance, known as Ordinance No. 3-A, Series of 2024, or the "Mulanay Integrated Terminal Code," aims to ensure smooth and efficient terminal operations, providing a responsive and conducive environment for the commuting public.



Key provisions of the code include the creation of a management board composed of local officials and stakeholders, the establishment of a dedicated terminal administration office, and a clearly defined structure for fees and charges.

The code also outlines procedures for leasing spaces and stalls within the terminal, ensuring a fair and transparent process for businesses and vendors. Additionally, it sets guidelines for terminal operations, including the assignment of bays, porterage and cargo handling, and dispatching, while also prohibiting certain activities to maintain order and safety.

Penalties for violations of the ordinance are outlined, ranging from warnings to fines and potential revocation of lease contracts for stallholders.

The Mulanay Integrated Terminal Code represents a significant step towards improving public transportation infrastructure in the municipality. By establishing clear guidelines and regulations, it seeks to create a well-organized and efficient terminal that benefits both commuters and businesses. The code is also expected to improve traffic flow in the area, reduce congestion, and enhance road safety.

The ordinance will take effect 15 days after its approval and will be posted in conspicuous areas throughout Mulanay. Local officials and transport groups have expressed optimism about the positive impact of the code on the community, stating that it will not only streamline transportation services but also stimulate economic activity in the area.

The construction of the Mulanay Integrated Terminal and the implementation of the code are part of the local government's ongoing efforts to enhance public services and promote sustainable development in the municipality.
