LUCENA CITY, Quezon - The Sangguniang Panlalawigan (Povincial Council) of this province recently took a giant leap into the digital age with the launch of the Sangguniang Panlalawigan Electronic Legislative Information System (SP ELIS). This landmark initiative, spearheaded by Vice Governor Third Alcala, is set to redefine legislative processes in the province, ushering in an era of enhanced efficiency, transparency, and accessibility.
ELIS, the first-of-its-kind Provincial Legislative System in Quezon, is a comprehensive digital platform designed to streamline and modernize the management of legislative documents. By digitizing and centralizing ordinances, resolutions, and other vital records, ELIS eliminates the risk of data loss due to unforeseen events like fires or floods.
"ELIS is the first-ever comprehensive Provincial Legislative System developed for Quezon province that stores Resolutions and Ordinances, archives them into efficient and redundant digital storage, tracks documents in real-time, and assists submissions from the Sangguniang Bayan to the Sangguniang Panlalawigan," explained Vice Governor Alcala during the launch. "We are glad to say that we are one of the pioneers in the country when it comes to the e-submission module of ELIS."
The system's real-time document tracking and e-submission capabilities will significantly reduce bureaucratic bottlenecks, enabling faster and more efficient legislative processes. "There will be no data loss due to uncontrollable forces such as fires, floods, and others because everything is backed up and stored digitally, thereby resulting in faster turn-around time in searching and reviewing necessary references and documents as they are already digitally stored and can be searched for in seconds," Alcala added.
Moreover, ELIS extends its benefits beyond the SP, empowering all 40 local legislative councils across the province to participate in a more interconnected and streamlined system. The platform's user-friendly interface and intuitive search functions will make it easier for both government officials and the public to access and track legislative information, fostering greater transparency and accountability.
Preserving the Past, Embracing the Future and A New Dawn for Quezon's Legislative System
Vice Governor Alcala's vision for this digital transformation was inspired by his profound respect for the province's rich legislative history. The SP's archives, housing documents dating back to 1901, serve as a testament to the province's journey and the evolution of its legislative landscape.
"Where every document is a doorway to the stories that shaped this Sangguniang Panlalawigan of Quezon. Nakakagulat na makita ang kasaysayan ng ating probinsiya sa likod ng mga librong ito,” remarked Alcala, emphasizing the importance of preserving this invaluable heritage. Recognizing the need to safeguard these records while embracing the opportunities of the digital age, he spearheaded the initiative to digitize these records, ensuring their accessibility for generations to come.
"It is a fact that our records hold immense historical value, thus we must embrace change to align with the call for e-Governance," Alcala stated, echoing the sentiments of President Ferdinand Marcos Jr. who called digitalization the “greatest, most powerful tool” for improving ease of doing business and stamping out corruption.
The successful launch of ELIS is a testament to the collaborative efforts of various stakeholders, including the National Library, which contributed to the digitization of historical records. Governor Helen Tan's unwavering support and guidance were instrumental in bringing this project to fruition. Vice Governor Alcala expressed his gratitude, stating, "Her unwavering support in making this digitization project possible, her guidance and her inspiring leadership serve as a beacon that empowers us to perform our duties with excellence.”
Governor Tan lauded the launch of ELIS, highlighting its potential to revolutionize the way the provincial government operates.
"This is a significant step towards achieving the province's development goals," she stated. "It will enhance public service delivery, promote transparency, and foster greater efficiency in legislative processes."
The implementation of SP ELIS marks a significant turning point in Quezon Province's legislative history. By embracing digital technology, the province is paving the way for a more modern, efficient, and accessible legislative system that truly serves the needs of its people.
