BUENAVISTA, Quezon - Facing a poverty incidence of 16.3 percent—the highest among families in the CALABARZON region according to the Philippine Statistics Authority—Buenavista, Quezon, is taking action. The local government, in partnership with the National Anti-Poverty Commission (NAPC), launched the "Program for the National Day for Overcoming Extreme Poverty" on October 17, 2024.

This date is significant as it coincides with the internationally recognized World Day for Overcoming Extreme Poverty, observed annually since 1992. The Buenavista initiative, themed "Ending social and institutional abuse through unity for just, peaceful, and inclusive societies," seeks to address the root causes of poverty and empower communities to build a better future.



The program launch brought together representatives from 24 key government agencies. Nolan Banda, Officer-in-Charge Director of the Basic Sector Coordination and Advocacy Service at NAPC, explained the agency's collaborative role. "Our primary mandate is to coordinate with these agencies, including the Department of Social Welfare and Development (DSWD), the Technical Education and Skills Development Authority (TESDA), and the Bureau of Fisheries and Aquatic Resources (BFAR).".

"We also work closely with towns and local governments to ensure that the needs of the people, especially impoverished families, are met. By fostering partnerships and promoting inclusivity, NAPC aims to address the root causes of poverty and uplift marginalized sectors of society. Through these collaborative efforts, we strive to create a more sustainable and equitable future for all Filipinos," he added.

These agencies offer a range of crucial services designed to uplift communities. The DSWD provides immediate aid and social protection programs. TESDA equips individuals with valuable skills for employment. BFAR supports sustainable fishing practices and livelihood opportunities in coastal communities.

Banda emphasized the NAPC's commitment to monitoring program effectiveness. "We consistently track whether national government programs are reaching our citizens," he said. "If they aren't, we identify the obstacles and inform the president." This ensures that resources are utilized effectively and that programs have a genuine impact on the lives of those they are designed to serve.

Mayor Reynaldo Rosilla, Jr. of Buenavista, expressed his appreciation for the participating government agencies. He highlighted the crucial role these agencies—such as TESDA, BFAR, the Social Security System (SSS), DSWD, and the National Commission on Indigenous Peoples (NCIP)—play in providing services that combat poverty.

"Their collaboration and dedication are essential in addressing the needs of our community and improving the quality of life for our constituents," Mayor Rosilla added. "We look forward to continued partnership with these agencies to ensure sustainable development in Buenavista."

Looking ahead, Mayor Rosilla announced the development of an "Agri-Tourism" program to cultivate the town's agricultural and tourism sectors. "Buenavista possesses stunning natural beauty," he remarked. "We aspire for our town to gain recognition as a prime tourist destination."

She also stressed that this initiative seeks to create sustainable economic opportunities for residents by showcasing the region's natural assets and promoting agricultural products. "Our goal is to not only attract visitors but also to protect and enhance the unique qualities that make our town special," she concluded.

The "Program for the National Day for Overcoming Extreme Poverty" signifies a collaborative effort to break the cycle of poverty in Buena Vista and beyond. By bringing together government agencies, local governments, and the community, the program fosters hope and empowers individuals to create a better life for themselves and future generations.
