LUCENA CITY, Quezon –"Let's leave a meaningful mark on the future," declared Governor Angelina "Helen" Tan, setting the tone for a powerful Children's Month celebration in Quezon Province. With the theme "Break the Prevalence, End the Violence," the annual observance served as a reminder of the rights of children and the responsibility of the community to nurture and protect them.
The recent event, held at the Quezon Convention Center, brought together an estimated 700 daycare children and parents from across the province's four districts. Governor Tan's words underscored the importance of investing in the next generation and creating a safe and supportive environment.
Her message resonated with the event's focus on protecting children from violence and abuse. This focus on collective action was evident in the words of Board Member Vinette Alcala, Vice Chairman of the Quezon Provincial Council for the Protection of Children (PCPC), reinforced this message with a passionate call to action: "Our children deserve a childhood filled with joy, laughter, and security."
"As adults, we must be the guardians of their innocence and well-being," she continued. "Let's work together to break the cycle of violence and create a nurturing environment where every child can flourish."
The day was filled with fun, learning, and advocacy. Activities included talent showcases where children delighted the audience with their skills and educational programs focusing on child rights and safety. The event also recognized outstanding municipalities and cities for their child-friendly initiatives.
In her address, Governor Tan echoed the importance of investing in the future generation. She then detailed the comprehensive steps Quezon Province is taking to achieve the government's vision for every child under her HEALING agenda.
"For health we are prioritizing the health of children from conception to adulthood," she explained. The province is bringing healthcare services to communities through extensive medical missions, with 30-40% of patients served being children. "Increased vaccination rates are a key achievement," she added, noting the local government's focus on immunization to combat childhood diseases.
To ensure wider access, the province provides funding for vaccine procurement. Governor Tan also highlighted the Community Eye Health Program for early detection of vision problems in children and the province's efforts in addressing malnutrition, which earned them the Green Banner Seal of Compliance for the second time.
Over 1,200 children received nutribun and full face shields within 19 days as part of the nutrition program. Recognizing that education is key to a brighter future, Governor Tan highlighted projects under the Special Education Fund, including scholarship programs and educational assistance. Furthermore, the province is focused on early intervention for children with Autism Spectrum Disorder (ASD).
Protecting children is paramount, Governor Tan detailed the province's efforts in this area, including the "Bata Health Line" to enhance reporting of child abuse cases and programs to educate families on child abuse prevention. Training is provided on adoption, foster care, case management, and child abuse.
She also mentioned the "Bahay Pagasa" in Barangay Talipan, Pagbilao, for children in conflict with the law and the importance of continuous improvement in knowledge and skills for those serving children.
She then discussed her experience as a principal author of the 'Batas ng Kalusugan ng Mag-Nanay Act' during her time in Congress, emphasizing its focus on the first 1,000 days of a child's life.
Addressing the issue of child abuse, Governor Tan acknowledged the high prevalence of cases among children aged 11-16, often perpetrated within their own homes. She highlighted collaborative efforts with the Quezon Police Provincial Office (QPPO) and the Regional Peace and Order Council to implement information dissemination programs.
She also highlighted the urgent need for facilities to support abandoned children. "We are urging all LGUs in Quezon to prioritize the identification and support of orphanages," she stated, emphasizing the critical role these safe havens play in the lives of vulnerable children.
Recognizing that every child deserves a safe and loving home, the lady doctor governor called upon LGUs to prioritize the allocation of funds for the establishment and maintenance of these crucial facilities. 'It is our responsibility to ensure that abandoned children in Quezon receive the care and support they need to thrive,' she affirmed.
Furthermore, she stressed the importance of increased financial support for daycare workers, recognizing their invaluable contribution to early childhood development. By investing in those who care for our youngest citizens, we invest in the future of our province.
Governor Tan closed her address with a powerful vision for the future of Quezon's children – a future where they are loved, protected, and empowered to become active contributors to their communities. She urged everyone to join her in making this vision a reality.
