TAGKAWAYAN, Quezon - Focused on providing a safe and nurturing environment for every child, the Local Government of Tagkawayan is strengthening its child protection programs through a new partnership. This collaboration aims to enhance the Philippine Foster Care Program (PFCP) within the municipality, ensuring vulnerable children have access to loving homes and supportive families.

To solidify this commitment, on November 12, 2024, the municipality formalized the partnership by signing a Memorandum of Agreement (MOA) with the National Authority for Child Care (NACC) and the Regional Alternative Child Care Office (RACCO) IV-A.



The MOA signing itself, held under the theme "Building a League of Ampon Heroes for Children," became a powerful symbol of this dedication. The event brought together a diverse group of individuals committed to improving the lives of children. Mayor Luis "Carlo" Eleazar represented the LGU and officially signed the agreement.

Joining him were Cessna Vie Ogima Macula, OIC of NACC ACCD, and John Calidguid, OIC of RACCO IV-A, representing their respective agencies. This collaboration highlights the shared responsibility between local and national agencies in addressing the needs of vulnerable children.

Further demonstrating widespread support for this initiative, representatives from the Municipal Social Welfare and Development Office (MSWDO), Sangguniang Town, and other town officials were also present. Their participation underscores the community's commitment to providing a safe and nurturing environment for every child in Tagkawayan.

"This partnership is a testament to our dedication to providing a safe and nurturing environment for every child in Tagkawayan," Mayor Eleazar stated. "We are committed to working hand-in-hand with NACC and RACCO to ensure the successful implementation of the PFCP in our municipality."

Beyond the formality of the signing, the event fostered a productive dialogue among officials regarding the PFCP. This exchange of views and insights on the program's implementation provided valuable perspectives. "While we aim to provide loving homes for every child in need," [Rodrigues] explained, "we need to address challenges such as adequate resources and community awareness to ensure the program's sustainability."

Echoing this sentiment, Macula outlined the NACC's strategic steps to ensure successful program implementation, emphasizing the agency's commitment to providing comprehensive support.

"The NACC is dedicated to equipping our local partners with the necessary tools and resources to effectively implement the PFCP," Macula assured. "We believe that through collaborative efforts, we can create a brighter future for our children."

Adding to the discussion, Calidguid underscored the critical importance of continuous care and support for children in need of safe and stable homes, stressing the role of foster families in their overall well-being.

"These children deserve a loving family and a supportive environment to thrive," Calidguid emphasized. "We urge the community to open their hearts and homes to these children and become 'Ampon Heroes' who can make a lasting difference in their lives."

This collaborative agreement between the LGU Tagkawayan and the NACC signifies a joint effort to provide comprehensive protection to vulnerable children within the municipality. It serves as a testament to their shared advocacy for child welfare and protection, aiming to create a nurturing and supportive environment for every child.
