LUCENA CITY, Quezon - - President Ferdinand R. Marcos Jr. dedicated Friday, November 29 to a whirlwind tour of Quezon province, tackling key issues of national security, agricultural reform, and economic development. Joined by key officials, the President engaged in a series of events that underscored his administration's commitment to these critical areas.

From honoring soldiers to empowering farmers and bolstering local businesses, no sector was left untouched during this action-packed day. The President's hands-on leadership style was evident throughout his visit, as he actively engaged with various sectors of the community and reaffirmed his dedication to serving the Filipino people.



The day commenced with a visit to Camp General Guillermo Nakar, where President Marcos Jr. led the conferment of decorations on soldiers from the Southern Luzon Command (SOLCOM). These soldiers were recognized for their exceptional achievements in anti-insurgency campaigns and disaster response efforts.

Addressing the troops, the President emphasized the evolving geopolitical landscape and the military's increasingly vital role in territorial defense. He commended the soldiers' dedication and bravery, stating, "Our soldiers are the shield that protects our nation. Their dedication and bravery ensure our security in a changing world, and I commend them for their outstanding service."

This visit served to highlight the critical role SOLCOM plays in maintaining peace and stability in Southern Luzon. The region faces complex challenges, including traditional security threats like insurgency, as well as the ever-present danger of natural disasters. SOLCOM's ability to address both is crucial for the region's security and prosperity.

The President also engaged in discussions with the SOLCOM Commander regarding the current security situation in the region. This dialogue underscored the complexities of the challenges faced and the ongoing efforts to counter insurgency.

A key takeaway from these discussions was the need to reduce the insurgency threat to allow SOLCOM to fully focus on territorial defense. President Marcos Jr. underscored this point, stating, "SOLCOM, however, has to reduce the insurgency threat to the barest minimum for the command to fully focus on territorial defense." This statement emphasizes the administration's commitment to addressing internal security concerns while also preparing for external threats.

Boosting Agricultural Development Through Partnerships and Innovation

Shifting his focus from national security to agricultural development, President Marcos Jr. next traveled to the municipality of Lucban. There, he led the ceremonial turnover of the Korea Partnership for Innovation of Agriculture (KOPIA) Greenhouses and Postharvest Facilities. This initiative, in collaboration with South Korea, aims to enhance agricultural productivity and promote sustainable farming practices.

During this event, the President lauded the recent ratification of a Free Trade Agreement with South Korea. This agreement is expected to significantly benefit Filipino farmers by opening up new export markets for their products. Expressing gratitude for South Korea's support, President Marcos Jr. remarked, "This agreement is a testament to the strong partnership between our nations. It opens doors for our farmers to share their world-class products with the global market, and we are deeply appreciative of South Korea's swift ratification."

He also took the opportunity to highlight the long-standing relationship between the Philippines and South Korea, stating that the two countries "mark 75 years of enduring bilateral relations this year, highlighting decades of cooperation and shared goals." The President emphasized that the FTA symbolizes the strong partnership between the two nations and their shared commitment to promoting economic stability and agricultural innovation.

Supporting Local Industries and Economic Growth

From strengthening international partnerships in agriculture, President Marcos Jr. moved on to supporting local industries. In the afternoon, he visited Sariaya, Quezon, where he inaugurated a state-of-the-art flour milling plant by Universal Robina Corporation (URC). This new facility, built on a 10-hectare site, represents a major investment in the country's food industry and is projected to create jobs and contribute to economic growth.

President Marcos Jr. used the occasion to express strong support for local food and beverage manufacturers, stating, "Filipino businesses like URC are vital to our nation's progress. They fuel our economy, create jobs, and nourish our people. We are committed to fostering an environment where they can thrive and contribute to a more prosperous Philippines."

He also commended URC for its contribution to Filipino culture and its commitment to producing high-quality food products. "This only shows the mark that you have made to Filipino culture," the President said. "Your commitment to producing quality food proves that we can go toe-to-toe with the best in the world." The President acknowledged URC's dedication to sustainability and innovation, highlighting the plant's advanced technologies aimed at reducing waste, enhancing operational efficiency, and minimizing its carbon footprint.

Empowering Farmers Through Land Ownership and Agrarian Reform

Next on the President's agenda was a return to his focus on empowering the agricultural sector. He proceeded to the Quezon Convention Center to personally distribute e-titles and Certificates of Condonation with Release of Mortgage (COCROMs) to farmers. This initiative, a cornerstone of his administration's agrarian reform program, aims to alleviate the financial burden on farmers by clearing their debts and granting them full ownership of their land.

Governor Angelina "Helen" Tan expressed her deep appreciation for the President's efforts, stating, "This empowers our farmers, giving them the security and dignity of land ownership. It is a testament to the President's commitment to the people of Quezon." She further elaborated on the significance of this initiative for the province, noting that the majority of Quezon's population are farmers and fishermen who have directly benefited from the President's agricultural programs, including financial aid.

Governor Tan emphasized the positive impact of the President's agrarian reform policy, stating that with these land titles, Quezon farmers could now till lands of their own. "This really inspires the people of Quezon. I think Quezon is the first in the whole Philippines to strive for the benefit that you have given," she remarked.

Around 15 agrarian reform beneficiaries received e-titles covering 30.8064 hectares of farmland at the event. Additionally, 11,497 Certificates of Condonation with Release of Mortgage (COCROMs) were given to over 9,000 agrarian reform beneficiaries (ARBs).

Through Republic Act No. 11953, or the New Agrarian Emancipation Act, a total of PhP441.71 million in farmers’ debts were condoned in Quezon. The condonation covers amortization, interests, and surcharges. Since July 2022, more than 600 Quezon ARBs have received e-titles.

President Marcos Jr. also spoke about the importance of land ownership for farmers, stating, "These titles and certificates represent not just land ownership, but also opportunity. They represent freedom from debt, the chance to build a better future, and the dignity that comes with owning the land you work."

He then addressed the challenges faced by farmers, acknowledging the rising cost of fertilizers and unpredictable weather patterns. "But I want you to know that this administration stands with you," he reassured them. "We are committed to providing you with the support you need to overcome these challenges and build a more prosperous future for yourselves and your families." He expressed his hope that the e-titles and debt relief would allow farmers to focus on improving their yields and contributing to the growth of Quezon's key agricultural products.

President Marcos Jr. encouraged them to persevere, stating, "Hindi ninyo na po kailangan pang alalahanin ang mga babayaran ninyo kaugnay sa inyong lupang sinasaka. Ang iisipin na lamang ninyo kung paano ninyo mapapalago ang lupang inyong pinangangalagaan."

To further support the agricultural sector, President Marcos Jr. emphasized the importance of modernization and encouraged farmers to embrace new technologies and techniques. "We need to equip our farmers with the knowledge and tools to increase their productivity and income," he stated. "This includes investing in research and development, providing access to credit and markets, and promoting sustainable farming practices."

DAR Secretary Estrella echoed this sentiment, urging farmers to unite against poverty and focus on improving their livelihoods: "Let us, the Agrarian Reform Beneficiaries, stand together, not in conflict, but in our shared pursuit of prosperity. Our fight is not against each other, but against the challenges that hinder our progress."

He also highlighted the importance of the President's visit and the distribution of land titles, saying, "Tayo pong mga Agrarian Reform Beneficiaries, huwag na tayong sumali sa mga kung anu-anong klaseng away. Hindi natin away ‘yan. Ang kailangan awayin natin ang kahirapan at tayong lahat ay mananalo sa away na ‘yan."

Addressing National Concerns and Maintaining Focus

Amidst his busy schedule focused on tangible improvements for Quezon, President Marcos Jr. also took time to address the ongoing political situation, specifically the calls for the Vice President's impeachment. He firmly dismissed these calls, characterizing them as distractions from the nation's more pressing concerns.

"Let us not be sidetracked by petty politics," he asserted. "Our focus must remain on the issues that truly matter to the Filipino people: security, economic opportunity, and a brighter future for all. Let us not waste time on distractions that serve no purpose."

This decisive stance underscores the President's commitment to maintaining political stability and focusing on his agenda for economic growth and national development.

Before departing Quezon, the President reiterated his dedication to the province and its people. He emphasized that his administration will continue to prioritize initiatives that promote security, empower farmers, and drive economic growth.

This action-packed day showcased the President's multi-faceted approach to governance and sent a strong message of support for the military, farmers, and the business community. His visit also highlighted his commitment to international cooperation and maintaining political stability within the country.
