LUCENA CITY, Quezon - Quezon Province has approved the implementation of gratuity pay for contractual government employees, joining a nationwide effort to acknowledge the contributions of these workers. This decision aligns with President Ferdinand Marcos Jr.'s Administrative Order No. 28, which authorizes gratuity pay of up to PHP 7,000 for eligible Contract of Service (COS) and Job Order (JO) workers.

Acting Vice Governor and Presiding Officer Vinnette Alcala-Naca led a special session of the Sangguniang Panlalawigan on Monday, December 23, 2024, to address this matter. The session, held remotely via Zoom, focused on a proposal from Governor Angelina "Helen" Tan to grant this gratuity pay to all COS and JO employees within the provincial government.



Issued on December 19, 2024, Administrative Order No. 28 increases the maximum gratuity pay from the previous year's PHP 5,000. It aims to recognize the vital role these workers play in delivering public services. This increase reflects the government's growing appreciation for the contributions of contractual employees across all sectors.

The Department of Budget and Management (DBM) has clarified that this gratuity pay serves as an incentive "to recognize the services rendered by COS and JO workers, who are not entitled to the usual benefits received by government employees." This initiative is part of a broader effort to provide better benefits and acknowledge the significant contributions of contractual workers who often perform essential roles in maintaining public services.

"This gratuity pay allows us to express our sincere appreciation for the hard work and dedication of our COS and JO workers," shared Acting Vice Governor Alcala-Naca. "They are vital to the efficient delivery of public services, and this is one way we can acknowledge their valuable contributions to our province."

The gratuity pay will be calculated on a pro rata basis, with the amount received corresponding to the length of service each individual has dedicated to the provincial government. Those who have served the province longer will receive a larger amount of gratuity pay.

Alcala-Naca emphasized the importance of recognizing these employees: "We want our contractual employees to know that they are valued and appreciated. This gratuity pay is a small gesture, but we hope it significantly boosts their morale and encourages them to continue their dedicated service to the public."

The council unanimously approved the resolution and the necessary budget allocation for the gratuity pay. Governor Tan's administration has confirmed that sufficient funds are available due to responsible fiscal management. This ensures that the provincial government can meet its financial obligations while prioritizing the well-being of its employees.

This initiative is expected to boost the morale of contractual workers in Quezon and further motivate their commitment to public service. By providing this gratuity pay, the provincial government demonstrates its commitment to supporting and valuing all its employees, regardless of their employment status.
