PSA Quezon Head Airene Pucyutan engaged with Media at Kapihan sa PIA to promote civil registration on February 12, 2025, at Pacific Mall, Lucena City. (PSA Quezon) |
LUCENA CITY, Quezon - Ensuring every birth is recorded and every citizen counted is the mission of the Philippine Statistics Authority (PSA) in Quezon Province as they celebrate Civil Registration Month. PSA Quezon, led by its Head, Airene Pucyutan, has launched a series of activities for the 35th annual observance to promote the importance of civil registration and statistical data.
This year’s theme, “Building a Resilient, Agile, and Future-fit Civil Registration and Vital Statistics System,” underscores the PSA’s commitment to a responsive statistical system that meets the needs of citizens. The month-long observance is in accordance with Presidential Proclamation No. 682, signed on January 28, 1991, declaring February as Civil Registration Month.
The celebration began with a motorcade in Lucena City on February 6, 2025, in partnership with the Local Civil Registry Offices (LCROs) in the province. The motorcade, starting from Pacific Mall-Lucena and traversing various streets, included Municipal Civil Registrars and LCRO staff, representatives from the Department of Foreign Affairs Consular Office - Lucena, media personnel from Radyo Pilipinas-Lucena, PSA-Quezon officials and employees, and the Philippine National Police-Lucena. A general assembly followed the motorcade at the Activity Center of Pacific Mall, featuring messages, talent performances, and a raffle.
Also on February 6, PSA-Quezon held a Civil Registration Quiz for LCRO employees at the Pacific Mall’s Activity Center. Thirty-four employees from nineteen municipalities participated. Nessilda Manuba of LCRO Mauban took 1st place, Sherry Ann Natividad of LCRO General Nakar secured 2nd place, and Aleli Z. Ranera of CCRO Tayabas won 3rd place. These winners has represented Quezon province at the regional competition in Lipa City, Batangas, on February 11. EnP John Francis L. Luzano represented Governor Angelina "Doktora Helen" Tan at the event.
Continuing its outreach efforts, PSA-Quezon participated in the Kapihan sa PIA program, a media forum hosted by the Philippine Information Agency (PIA) Quezon, on February 12, 2025, at Pacific Mall, Lucena City. Pucyutan discussed the importance and theme of the 35th Civil Registration Month, civil registry document requests and online appointments, challenges in civil registration, mobile registration, and National ID printing and issuance concerns.
This event allowed media organizations to inform the public about government office projects, programs, and activities and was attended by various media organizations in Quezon including Brigada News FM, 95.1 Kiss FM, Sentinel Times, Radyo Pilipinas Lucena, DZAT Life Radio, Quezon Media Network, 98.3 One FM, STAN Up Balikatan, Ratsada, and Radyo Kaisahan 107.7 FM Sariaya.
Meanwhile, other municipalities are also actively participating in Civil Registration Month. For example, Tayabas City's CCRO launched activities on February 3, 2025, highlighting the importance of civil registry. Led by City Civil Registrar Maide Jader, the Tayabas City celebration included announcements of free services: birth, marriage, and death registration; document error correction; and certificate issuance. Contests, displays, and information materials are also part of Tayabas City’s awareness efforts. Acting City Mayor Rosauro “Oro” Dalida supports the CCRO’s activities.
Beyond the Civil Registration Month activities, PSA-Quezon continues its house-to-house National ID registration drive to ensure inclusivity, especially for elderly clients, persons with disabilities (PWDs), children, and other unregistered household members. Clients are advised to prepare valid documentary requirements such as birth certificates, passports, UMID cards, and driver’s licenses.
Registrants receive a paper-format National ID (ePhilID) on the same day. The PSA also offers other National ID services, such as checking ID delivery status, tracking undelivered cards, and accepting replacement requests for damaged cards. As of January 2025, 1,893,622 individuals in Quezon province had been registered in the National ID system.
Throughout February, PSA-Quezon conducted various activities to raise public awareness, including civil registration orientations, quiz bees, slogan and digital poster-making contests, and mobile registration. Refresher training on relevant civil registration laws, including Republic Acts 9048 and 10172, is also offered to enhance civil registry personnel skills.
PSA-Quezon emphasizes the importance of civil registration for establishing legal identity and accessing social services, including education, healthcare, and social welfare programs, and cautions the public against unauthorized individuals offering assistance with document corrections or fake national ID transactions.
The PSA encourages all Filipinos in Quezon Province to actively participate in the remaining Civil Registration Month events and recognize the importance of timely and accurate civil documentation for a secure future and access to essential services.
