TAGKAWAYAN, Quezon – The National Solid Waste Management Commission (NSWMC) granted Tagkawayan's 10-Year Solid Waste Management Plan its official approval, paving the way for the transition to an integrated solid waste management facility and highlighting the NSWMC's commitment to enforcing national environmental standards.
NSWMC Resolution No. 1589, Series of 2024, reflects the commission's approval of Tagkawayan's comprehensive solid waste management plan. This decision is rooted in the legal framework of Republic Act No. 9003, the Ecological Solid Waste Management Act of 2000, and the commission's procedural guidelines.
To ensure ongoing compliance, Tagkawayan must submit a final plan version, a Sangguniang Bayan Resolution, and annual progress reports. The resolution further stipulates a clear turnover process for newly elected officials and empowers the NSWMC to revoke approval if necessary.
The 10-Year Solid Waste Management Plan of Tagkawayan, Quezon (2023-2032) was subject to a detailed review by the National Solid Waste Management Commission on December 5, 2024. This review emphasized ensuring the plan's alignment with Republic Act No. 9003 and the NSWMC's guidelines for effective ecological solid waste management.
Mayor Carlo Eleazar led the presentation, alongside Ms. Maribel G. Rosana, Senior Environmental Specialist and MENRO Designate, and the entire Municipal Environment and Natural Resources Office (MENRO) team. The panel included Commissioner Crispian Lao, Vice Chairperson of the NSWMC; Ms. Jye Abella, representative of the DILG; Engr. Reynaldo Esguerra from the DOST; and Mr. Marlon Pareja from NGO/Eco-Waste.
The journey to approval began with Tagkawayan LGU's submission of their 10-year Solid Waste Management Plan (2023-2032). This plan underwent review and evaluation by the NSWMC Secretariat and the NSWMC Executive Committee.
Following their endorsement on December 5, 2024, the plan was presented to the NSWMC En Banc for final approval. The Department of Environment and Natural Resources (DENR), which houses the NSWMC, played a role in facilitating this process, ensuring alignment with national environmental standards and Republic Act No. 9003.
Tagkawayan's commitment to adhering to these standards throughout the planning and review stages, including the submission of all necessary documentation and active participation in all consultations, was instrumental in securing the commission's approval on December 10, 2024.
In a demonstration of its support, the NSWMC has committed to assisting Tagkawayan in the implementation of its 10-Year Solid Waste Management Plan, acknowledging the municipality's strong strategies and dedication to sustainability. This commitment includes providing technical assistance and resources to ensure the plan's successful execution.
As part of its ongoing efforts to improve waste management practices across the nation, the NSWMC urges other Local Government Units to adopt Tagkawayan's successful methods and prioritize their waste management duties. The commission believes that widespread adoption of such proactive plans is crucial for achieving national environmental goals.
